Minutes from a meeting of Cropthorne Parish Council held on Monday 7th November in the Village Hall at 7pm

  3. APPROVAL OF MINUTES Minutes from previous meetings were approved and signed – proposed Councillor Clive, seconded Councillor King

PARISHIONERS QUESTION TIME:

  • Concerns raised by resident in Main Street regarding the problem with water pooling outside his property. Cllr Eyre advised that this would be attended to when the road is re-surfaced
  • Parking Main Street – complaints made regarding the number of staff from Holland House parking on the road rather than using their car park. The clerk would write to the Manager
  • A request made for a bus stop in Brook Lane / bottom of Main Street
  • It was reported that a number of mobile homes (with permanent residents) are situated at Heathworks (Stricklands) – District Cllr English and Chair to make site visit
  1. PLANNING:

a) 16/01784 Brook Farm, Brook Lane – removal of cold store and water tank, change of use to provide pick-your-own and tea room – Approved by WDC

b) 16/01958 Pool House, Main Street – upper ground floor single storey kitchen extension, lower ground floor single store extension and first floor bedroom with en suite extension – Approved by WDC

c) 16/02039 Corran Dean, Smoke Lane – Supported care apartments to consist of 6 en suite bedrooms, self-contained staff accommodation, training room and living rooms – Approved by WDC

d) 16/02260 10 Middle Lane, Cropthorne – Erection of garage – No objections

f) 16/02442 New Inn. Main Road Extension & Refurbishment – amendment to scheme approved under 15/02974 – No objections

Miscellaneous Planning Concerns: –

(i) Stricklands – Living accommodation issues – with enforcement team

(ii) Severn Acres – second access – with enforcement team

TRAVELLER PITCHES – The parish council had been advised that application 16/00209 8 Evergreen had been

put on hold whilst awaiting site / location plans. District Councillor M English and Chair would make a site visit to ascertain the site layout. Furthermore, it was felt by the parish council, that the whole approach to traveller issues was being poorly handled by WDC, in particular the enforcement officers. It was agreed that Cropthorne Parish Council make contact with ALL parish councils in Wychavon, asking for their support – to invite them to a meeting, share concerns and to work together as a ‘unit’. County Councillor Eyre and District Council English would meet with Jack Hegarty (WDC) to share the parish councils concerns.

2016/21

  1. VILLAGE HALL – Minutes from the recent meeting had been circulated.
  2. DISTRICT/COUNTY COUNCILLORS REPORT – District Councillors report had been circulated to councillors.

County Councillor Eyre advised that Haselor Lane had been identified as a possible route for traffic, diverting away from Evesham. She had opposed this on the grounds of the farm traffic that currently uses the route. Field Barn lane is to be ‘tidied up’ following the recent diversion after drainage in Main Street. With regard speed limit on the B4084, Government Guidance considered the 40mph appropriate and little could be done to get this reduced

  1. MATTERS ARISING:
  2. Smart Water – Further kits had been distributed, still more to be delivered
  3. Baldwins Bank – The clerk to ask lengthsman to strim Baldwins Bank
  4. New Homes Bonus – Orders were being placed for Sound / Vision project now that monies had been received
  5. Traveller Consultation – The clerk had been advised that the outcome was expected late 2016 / eary 2017
  6. HGV Lorries/Lay-by Main Road – No further action required
  7. Rooftops Properties – Parking of vehicles – Rooftops had advised they would arrange for bollards to be installed on the ‘open space’ to deter parking of vehicles
  8. SPEEDING B4084 – Following the petition / emails from residents requesting action with regard the speeding vehicles on the B4084, the following was agreed
  • County Cllr Eyre to make enquiries to see if the school bus could drop off / collect children in the lay-be adjacent to the New Inn
  • 2 x permanent vehicle activate speed signs to be placed in either direction (subject to CC approval)
  • White ‘gates’ to be installed in either direction on the B4084, and also top of Church Leys / Neigh lane (subject to CC approval)
  • ‘Children Crossing’ sign to be installed on the B4084 (subject to CC approval)
  • Red road surfacing with 40mph in white (subject to CC approval)

The clerk would email residents (on the residents email directory) to advise of the actions to be taken

  2. Approval of payments made/to be made since last meeting, as listed below – All councillors approved

  1. A copy of up to date accounts had been circulated to all councillors
  2. Clerk Hours – It was agreed the clerk be paid for an additional 5 hours per month – previously discussed September 2015, provisional agreement to increase hours from 15 to 20 per month 2015 and reviewed in 2016. All Cllrs agreed this acceptable. Proposed Cllr Smythe, seconded Cllr King
