Minutes from a meeting of Cropthorne Parish Council held on Monday 7th November 2022. 7 pm in the Village Hall.

  1. Approval of minutes from meeting Monday 5th September 2022 – acceptance agreed proposed Cllr Hall, Seconded Cllr King.

4. Planning

Application Number : W/22/01683/FUL

Location: Land Known As Greenacres, Brook Lane, Cropthorne

Description of Proposal: Residential development of four 4 bedroom dwellings with detached garages (Variation Condition 2 App. Ref.

16/02510/PN)

Applicant : Heritage House Developments Ltd

No objections to this variation.

Application Number : W/22/02134/PIP

Location: Land At (OS 0016 4458),, Field Barn Lane, Cropthorne,

Description of Proposal: Permission in Principle for the change of use of land to residential and the construction of three to nine dwellings.

Applicant : Mr S Smythe

Cllrs resolved that they did not have enough information to settle a view on the matter. Concerns were raised about additional housing on top of the current identified sites in the Parish. In addition, that the development was outside the current development envelope, on agricultural land. Further comments included that affordable houses would be more attractive than larger houses and that they must come with appropriate parking.

SWDP consultation

Cllrs will consider the SWDP consultation launched on 1st November and submit comments.

Concerns were raised that should 20 more homes be built in Field Barn Lane that passing places in the road must be made larger and improved.

6. COUNTY COUNCILLOR’S / DISTRICT COUNCILLOR’S REPORTS

County Cllr Eyre reported her continuing work as per report previously circulated.

Wychavon DC Cllr T. Rowley reported on the Evergreen appeal and the SWDP.

7. Progress Reports / Updates

  1. Lengthsman – Followed up on local reports of blocked drain gulleys in the village. Had been out to erect poop scoop signs in the area with a parishioner. A discussion took place about the siting of an bin at a footpath junction (Cllr Styan to consider)

Grit bins had been inspected and problems reported to the CC.

  1. Community Infrastructure Levy Fund – Solar powered traffic calming / speeding signs are on order but there is no delivery date so far – with some considerable delays in the matter.

  1. Speeding / Traffic : Community Speed Watch – Start date is delayed as new volunteers are needed to make the scheme viable. A Facebook and e mail request for volunteers was issued. One new resident came forward by the time of the meeting. Cllr Hall will repeat the appeal.
  1. Baldwin’s Bank : Cllrs considered involving the school in the use of the Bank as a resource for environmental awareness. If new CIL funds were forth coming this may be a project that the PC could support. Funding for tree planting and environmental works could follow. Cllr Styan will investigate further action.
  1. Defibrillators. Batteries and pads are now delivered with the units becoming operational again on 8th November 2022.
  1. Local police request for areas of concern.

Cllrs identified the following three areas to bring to the attention of the local police:

  1. Speeding through the village – in particular Main street and Brook Lane.
  2. Thefts from sheds and gardens
  3. Parking around or near junctions

2022/19

Progress has been made in transferring PC banking from Lloyds to Utility Bank.

Initial funds to be transferred to open two new accounts at the Utility Bank. Proposed Cllr Clive, Seconded Cllr Hall. Passed non against.

Budget considerations for 2023/24 started. Cllrs considered the current (2022/23) budget and any changes that may be needed in the next financial year. A special council meeting will be held on Monday 5th December for Councillors to consider the budget in detail.

9. VILLAGE HALL –

Report from Cllr King. There will be a quiz to be held on 26th November 2022. Could the PC please publicise?

10. TICKET 2 RIDE / COMMUNITY TRANSPORT –

Cllr Hall and Cllr King reported that three or four people had indicated that they may use the, once a week, service from Pershore to Fladbury and Cropthorne.

Cllrs resolved that the £1000 initial cost to secure the service start was not something they could support.

11. Open Forum / Public Question Time.

A parishioner requested information and action to replace wooden flower containers near her house as she was maintaining them but they had fallen into disrepair. Cllr Hall said that he would be installing new boxes at the site shortly.

None raised in addition to matters already reported above.
