Minutes from a meeting of Cropthorne Parish Council held on Monday 6th March 2023 7 pm in the Village Hall.

Present: Chairman B Annis, Cllr J King, Cllr W Clive, Cllr K Styan, Cllr S Smythe. District Cllr T Rowley. Lengthsman Steve Baker Clerk : Richard Timney

  3. Approval of minutes from meeting Monday 9th Jan 2023 – acceptance agreed. Proposed Cllr Clive, Seconded Cllr Styan.
  4. Planning
    W/23/00181/FUL – The Cliffs, Brook Lane, Cropthorne, Pershore, WR10 3JY. Replacement dwelling. Noted comments about the lack of permitted access onto the site for construction and other traffic. Objection.

2 storey side and rear extension & annexe. Noted comments about the lack of permitted access onto the site for construction and other traffic. Objection.

  1. W/23/00259/FUL – Smokey Farm, Smokey Lane, Cropthorne,

Change of use of agricultural land to equestrian paddock, including a riding arena, two field shelters and stables. Part change of use of agricultural barn to include equestrian usage. Part change of use of existing agricultural access track to be used for equestrian and the care facility uses. Proposed additional car park for care facility and amendments to the existing training/education building approved under Ref. W/13/01364/CU to include three pod office units (retrospective).

Comments made about the scale of the changes being applied for through the change of use route. Objection raised seeking full planning application to allow for a fuller examination of the changes.

  1. W/23/00285/GPDR – Crown Castle site, Blacksmiths Lane – change of use – agricultural barns to Class B8, storage and distribution.

Comments made about the unsuitability of Balcksmiths Lane for increased traffic, heavy vehicles and for potential problems with pedestrians and others. Also that there is no visibility splay and high hedges. Objection raised.

  1. W/23/00278/PIP Land At (OS 9999 4454) Field Barn Lane, Cropthorne. Planning application in principle for up to 9 carbon neutral self/custom build dwellings.

Objection raised to application in principle based on being in the wrong place – outside of the village development boundary and excess development in the area when two sites are already identified. The objection included concerns about the available capacity on small roads in the area and the lack of footpaths.

2023/06

  1. HIGHWAY MATTERS (TO INCLUDE FLOODING).

Cllrs notes the submission of a joint letter with neighbouring PCs to the WCC Green Infrastructure document relating to the lack of plans to improve the extremely poor water quality of the River Avon.

  1. COUNTY COUNCILLOR’S / DISTRICT COUNCILLOR’S REPORTS

County Cllr Eyre submitted her report including matters about highways.

Wychavon DC Cllr T. Rowley contributed to planning debates and reported that the Wychavon Design Code remains open for consultation.

  • Clearance of overgrowing brambles on Middle Lane a prioritised by Cllr WC.
  • Awaiting additional Dog Fouling signs, Ongoing with Cllr SS.
  • Water run of onto Brook lane remains an issue in all weather conditions. Cllr KS will monitor.
  • Erosion problem with the Brook on Brook Lane continues including a footbridge over the brook. KS will raise with Cllr Eyre and Clerk to raise with County Council.
  • Info for Winter maintenance team CC Status of grit in Parish bins for refilling. Clerk to report low levels of grit.
  • Dog owners, bags of discarded dog poo are increasing and posing an issue when strimming work is carried out on verges. Bin at Middle Lane to be investigated with Cllr Eyre.
  1. Community Infrastructure Levy Fund – awaiting Community Speed Watch scheme to be set up and road markings installed by WCC before deciding if any other traffic calming measure are required
  2. Speeding / Traffic : Combined with use of CIL money above
  • Community Speed Watch – Awaiting start date and volunteers
  • Traffic Calming by the School – Awaiting costs from WCC for traffic calming measures
  • VAS Sign – Main Street – not working – to consider whether it is cost effective to pay for an inspection to repair
  1. The maintenance of Baldwins Bank – potential onsite meeting with Heart of England Forest local representative.

  1. CORONATION MEDALS AND OTHER POTENTIAL CORONATION EVENTS

Cllrs approved the purchase of medals for children at the local first school with thanks for support from Cllr Eyre.

Cllrs considered support for events being held by the village hall for the Coronation supported by possible grants from Wychavon DC to be issued shortly.

  1. ELECTION PREPARATIONS (4th May) and PARISH MEETING

Cllrs noted the approaching issue of election notices, candidate nomination forms and the need for a Parish Meeting after the election date. The PC currently has 6 councillors whilst its full compliment is 7.

Preparations are being made for a community celebration event for the Coronation.

2023/08

11. Open Forum / Public Question Time.

Cllrs noted the efforts of a local resident to clarify the mis allocation of precept payments to Pershore Town Council instead of Cropthorne PC.

A resident asked if CCTV coverage of the Sheppey could be extended. The vh are responsible for this and did not think it was possible.

Cllrs noted a point raised about traffic speeds down Field Barn Lane – made worse by the lack of a footpath.
