Minutes for Cropthorne Parish Council meeting held on Monday 3rd July 2023

7 pm in the Village Hall.

  2. Declarations of Interest. Cllr King – village hall. Cllr Clive – family link to planning W/23/01062/FUL.
  3. Approval of minutes from meeting Monday 26th June 2023 – acceptance agreed. Proposed Cllr Clive, Seconded Cllr Styan.

  5. W/23/00831/LB Location: Old Post Office, Main Street, Cropthorne, Pershore, WR10 3LT Description of Proposal: Various external and internal alterations, repairs and replacements, to include installation of central heating. No objection
  6. Application Number : W/23/00807/PIP Location: Land At (Os 0016 4458), Field Barn Lane, Cropthorne. Description of Proposal: Permission in Principle for the change of use of the land to residential and the construction of three to nine dwellings.

Object on the grounds of location, capacity of village roads and footpath links.

  1. W/23/01062/FUL Clives Of Cropthorne, The Heath, Main Road, Cropthorne

Description of Proposal: Change of use of land for the siting of 8no. holiday cabins.

Approve. Diversification of local business, near other businesses that will benefit and on main road.

Notice of Approval for: Change of use of agricultural land to equestrian paddock, including a riding arena, two field shelters and stables. Part change of use of agricultural barn to include equestrian usage. Part change of use of existing agricultural access track to be used for equestrian and the care facility uses.

Proposed additional car park for care facility and amendments to the existing training/education building approved under Ref. W/13/01364/CU to include three pod office units (retrospective).

Change of occupation of approved supported care accommodation wing (C2 use) approved under application 13/01364/CU, to allow the C2 accommodation to be used for 12 months of the year rather than by visitors to the care farm only – amendment to condition 5) of permission 13/01364/CU Location: Smokey Farm, Smokey Lane, Cropthorne Noted

Noted and the Chairman reported on cllr visit to the site in June. Cllrs very impressed with the efforts of the owners and staff at the site to provide vital specialist services to a vulnerable group of people. They were impressed with the ongoing value of the facilities to the clients and to casual visitors of the site – particularly the sensory garden.

5. HIGHWAY MATTERS (TO INCLUDE FLOODING)

  1. Parking on Field Barn Lane. Clerk to contact housing association to ask residents about parking in the area.
  2. Cllr Crump asked if funding from the Prosperity Fund at Wychavon DC could be used for slowing traffic signs.
  3. Drains to be jetted and cleared on Middle Lane.

6. REPAIR AND CONSERVATION OF WAR MEMORIALS – WAR MEMORIALS TRUST. No further action at this time.

7. WATER TESTING FOR LOCAL RIVER.

  • Cllr Hall sits on the Fladbury Water Committee (FWC)
  • Cllr Styan willing to carry out testing if PC buys the water testing kit being recommended by the FWC.
  • Decision on buying the testing kit will be made at September’s meeting depending on on going cost implications.

8. MEMORIAL BENCH REPLACEMENT.

The PC will purchase and own the bench supported by a donation from The Randolph Meakins, Patty’s Farm and Widow Lye’s Charity. The Charity will attach the memorial plaque. Approved

9. COUNTY COUNCILLOR’S / DISTRICT COUNCILLOR’S REPORTS

  1. Cllr Eyre reported that copper fibre services to houses will end by 2025 and might require new telegraph poles. She asked that we keep this under observation.
  2. Cllr Crump raised the issue of more toilets required next year for the Cropthorne Walk About.
  3. Cllr Crump raised the issue of new funding from Wychavon DC – The Prosperity Fund that the PC could consider for projects around the parish.

10. PROGRESS REPORTS / UPDATES

  1. Lengthsman –

There have been a few incidents of fly tipping – The LM is reporting these as appropriate. However this may be becoming a significant problem it continues.

  1. Community Infrastructure Levy Fund – awaiting Community Speed Watch scheme to be set up and road markings installed by WCC before deciding if any other traffic calming measure are required
  2. Speeding / Traffic : Combined with use of CIL money above
  • Community Speed Watch – Awaiting start date and volunteers
  • VAS Sign – Main Street – not working – assessment underway
  1. The maintenance of Baldwins Bank. Tree surgeon to examine site for trees that need attention. One more quote being sought for the survey before ethe PC will order the work. Cllr Annis seeking another quotation for September meeting decision.

12. VILLAGE HALL – Report from Cllr King and Cllr Hall.

Maintenance work being carried out by the hall in the next month on the playing field and other areas.

In the summer a porta loo is being hired for placement on the field to offer relief without opening the whole hall.
