Minutes from a meeting of Cropthorne Parish Council held on Monday May 8th in the Village Hall following the Annual Parish Meeting

  • Cllr Annis was nominated for Chair – proposed Cllr Segar, seconded Cllr Clive – all in favour

  1. APPROVAL OF MINUTES Minutes from previous meetings were approved and signed – proposed Cllr Clive, seconded Cllr King

PARISHIONERS QUESTION TIME: One resident raised concerns that a car was still balanced on house bricks in Lower Croft – posing a Health and Safety issue. The clerk would report this to Rooftop Housing

  1. PLANNING:

a) 16/00209 8 Evergreen, Main Road – Awaiting additional information from WDC

b) 16/00210 Severn Acres, Main Road – Two plot caravan site – refused by WDC

c) 16/02754 & 16/02753 Midcott, Middle Lane – awaiting decision by WDC

d) 17/00689/LB – Little Cottage, Middle Lane – Cllr King left the room – There were no objections to this application. All in favour

e) 17/00425 The Orchard, Smokey Lane – There were no objections to this application. All in favour

Miscellaneous Planning Concerns: –

(i) Stricklands – Living accommodation issues – with enforcement team to organise a site visit

(ii) Severn Acres – second access – With enforcement officer

(iii) Kimberleys Land – WDC Enforcements had written to the new owners

  1. VILLAGE HALL –copy available from the clerk. It was agreed that the parish council write to Charlton Parish Council, asking them to make a contribution to the maintenance and running costs
  2. COUNTY COUNCILLORS REPORT – None

DISTRICT COUNCILLORS REPORT – District Cllr M English reported on the enforcement issues above. She advised that she would be supporting the NHB application for the ‘speed project’

  1. MATTERS ARISING:
  2. Smart Water – It was agreed a flier be distributed to all homes asking for those who haven’t received their kits to contact the clerk.

  1. Lengthsman – It was agreed we ask the Lengthsman to keep the bottom of Baldwins Bank clear – strimming on a monthly basis
  2. New Homes Bonus – There is approximately £21,000 of NHB (after the speed project has been paid for). Suggestions received have been for some land to be purchased to provide allotments for village residents, a new mower for the Sheppey recreation area and pitches and a shed for storing tables and chairs for Walkabout and village hall. Enquiries are being made with regard full costs and options
  3. Baldwins Bank – No further action required at the moment other than a monthly strim by the LM
  4. Traveller Consultation – Awaiting outcome of consultation
  5. Speeding – B4084 – NHB application has been submitted to WDC – awaiting outcome
  6. Parish Councils Chairmans Meeting – A meeting is to be scheduled for end of March. The clerk to arrange a date and contact those interested
  7. Benches – Lengthsman is arranging the cleaning and re-staining/varnishing
  8. FINANCE

  1. Year end account 2016/17 were approved – proposed Cllr Segar, seconded Cllr King

(c) Annual Return – Section 1 – Annual Governance Statement – approved by the parish council

(d) Annual Return – Section 2 – Accounting Statements 2016/17 – approved by the parish council

(e) Policies – deferred to next meeting

(f) VAT Refund – £2939.96 had been applied for and received – to show on next bank statement

  1. ANY OTHER BUSINESS/ FOR DISCUSSION AT FUTURE MEETING
  • Footpath – it was reported that the bridge over the brook in poor condition. Cllr Clive offered to take a look
  • Lower Croft – it was reported that there was a vehicle permanently on bocks – the clerk would report this to Rooftop Housing
  • A second vehicle was reported as being untaxed – the clerk was asked to report this to WDC

12. PROPOSED CREMATORIUM – FLADBURY – Fladbury Parish Council had asked we wanted to make comments on the planning application for the proposed Crematorium. The parish council appreciated that there is a need for this in the area but were not convinced that there would be a significant increase in traffic through Cropthorne.

13. AOB/MATTERS FOR FUTURE DISCUSSION

  • Cllr Segar reported of the problems experienced by residents in Lower Croft, Middle Lane and Blacksmiths Lane, caused by visitors to Cropthorne Walkabout wanting to avoid parking fees and opting to park in the roads rather than the designated car-park. It was suggested that the previously used system of free parking with an entry fee was much less disruptive. The clerk was asked to forward the concerns to the Walkabout Committee
