Minutes from a meeting of Cropthorne Parish Council held on Monday 5th December 2016 in the Village Hall at 7pm

- DECLARATIONS OF INTEREST – Councillor J King – Village Hall Matters
- APPROVAL OF MINUTES – Minutes from previous meetings were approved and signed – proposed Councillor Smythe, seconded Councillor King
PARISHIONERS QUESTION TIME:
- Concerns raised with regard the condition of Field Barn Lane, following recent diversions. County Cllr Eyre had advised at a previous meeting that this was being scheduled for attention. Clerk to establish timescale
- Juliffe Homes Development, Blacksmiths Lane – concerns raised regarding the amount of bricks/broken tiles being used on the footpath. The clerk to contact the developer.
- Complaints had been received regarding the burning of soiled dog bedding at a property in Middle Lane. It was agreed this be forwarded to environmental health at WDC to deal with
- PLANNING:
a) 16/02260 10 Middle Lane, Cropthorne – Erection of garage – Approved by WDC
b) 16/02442 New Inn. Main Road Extension & Refurbishment – amendment to scheme approved under 15/02974 – approved by WDC
c) 16/02510 Greenacres, Brook lane – Residential development of 4 x 4 bedroom dwellings with detached garages – Cllrs Smythe and Clive had visited the site. Issues raised over the height of the proposed new dwellings which would overshadow neighbouring properties, in particular Pattys Farm. It was agreed that dormer bungalows, on the whole of the site would be a better option. Although the parish council had approved the previous design of dwellings, it was agreed that we object to the application with the two storey homes, and request that dormer bungalows be considered instead. In addition, we would draw WDCs attention to the following:
- Surface to disposed of via soakaway – this would be unacceptable as the site is on blue clay which does not drain
- Poplars at the rear of Pattys Farm have reached excessive height, and root saplings are growing in the garden of Pattys Farm
- Greenacres, adjacent to the site, when built, had the roofline kept purposely low, so as not to intrude on the sky line
d) 16/02654 Unit 1A, Field Barn Lane Industrial Estate – Change of use from B1 to B2 – It was agreed that the application documents did not provide sufficient information with regard disposal of waste or the food products that would be produced on site. The clerk to make observations to this effect to WDC
e) 16/02792 1 Sunnyside, Main Road – single storey kitchen extension – no objections to this application
Miscellaneous Planning Concerns: –
(i) Stricklands – Living accommodation issues – with enforcement team. The parish council had been advised that there were mobile homes at this site. To be investigated

(ii) Severn Acres – second access – with enforcement team
TRAVELLER PITCHES – Clarification is being sought by County Cllr Eyre and District Cllr English with regard the status with respect to planning applications approved at the two sites in Cropthorne. The parish council were asked to compile a list of all sites in Cropthorne, whether permitted or illegal, temporary or permanent – not to include migrant workers or holiday homes. A number of issues required clarification and both the County Cllr and District Cllr were committed to working with the parish council
- VILLAGE HALL – Nothing to report, other than the fact that the Sound and Vision project was progressing
- DISTRICT/COUNTY COUNCILLORS REPORT – Other than the update regarding the commitment to supporting the parish council regarding Traveller sites, County Cllr Eyre advised:
- That she would investigate the possibility that Crothorne could have red road surfacing at both entry points to the village on the B4084 and costs, if any.
- That she would push for the school bus to collect and drop off children in the lay-by at the New Inn
- The suggested re-routing of traffic from the A44 via Hasleor Lane could be dis-regarded as the bridge at Hinton on the Green would be a limiter
- MATTERS ARISING:
- Smart Water – Further kits had been distributed, still more to be delivered
- Lengthsman – The clerk to ask him to check the VAS
- Baldwins Bank – This had been strimmed to tidy up for winter
- New Homes Bonus – Current amount available £19, 700 with a potential for further years of £40,000
- Traveller Consultation – New consultation had gone out seeking additional sites. It is expected that the outcome of this would not be decided until 2018
- Speeding – B4084 – Cllr Smythe and the clerk had met with representatives from County Council, the following was agreed:
- White gates at Neigh Lane, Church Leys and both entry points on the B4084 – County Cllr Eyre to finance 2 pairs
- VAS sign to be installed at both entry points on the B4084
- School bus to pick up and drop off children in the Lay-by near New Inn
- Red road surfacing was requested rep. from CC were not keen due to the financial implication installing and maintaining. County Cllr Eyre to investigate further
Cost break down to be finalised before a flier be distributed to residents with our proposals, and then an application for NHB funds made to WDC
