2022/14
Minutes from a meeting of Cropthorne Parish Council held on Monday 5th September 2022. &pm in the Village Hall.
Present: Chairman B Annis, Cllr J King, Cllr S Smythe, Cllr C Hall, Cllr W Clive.
County Cllr E Eyre, District Cllr T Rowley. Lengthsman Steve Baker, new Cllr Kathryn Styan.
- The meeting held a minute’s silence in Memory of Rupert Segar – former cllr and chairman of the village hall committee.
A note of condolence is to be sent to Rupert’s family.
- ELECTION OF VICE CHAIR. Cllr S. Smyth elected vice chairman – proposed by Cllr Hall, Seconded by Cllr Clive
- Consider the Cooption of a new councillor. Kathryn Styan submitted an application to become a Parish Councillor and spoke in support at the meeting. Absented from the meeting her application was approved – proposed by Cllr Hall and Seconded by Cllr
Clive. Having signed her acceptance form and register of interests she took her place in the meeting.

- Approval of minutes from meeting Monday 4th July 2022 – acceptance agreed proposed Cllr Clive, Seconded Cllr Hall.
- Open Forum / Public Question Time.
A parishioner raised the issue of dog fouling seeking the erection of signage at a number of locations requesting individuals take responsibility for their dogs’ mess. Cllr Smythe and the Lengthsman agreed to meet with the parishioner to put up signs at the appropriate sites.
- Planning
- Appeal submitted: 21/00750/CU at 7A Evergreen Bank.
Hearing will be heard on 6th Oct. PC to submit its further comments.
- 22/01462 – Lanesfield, Smokey Lane – demolish existing building and construct replacement dwelling.
Cllrs raised comments about the lack of information about carbon cost of demolition and rebuilding verses refurbishment of the existing building. It was agreed a comment will be submitted online.
- HIGHWAY MATTERS (TO INCLUDE FLOODING).
The “narrowing” road marking white lines have been painted on the road outside the church. The PC will remind local people that apart from simply narrowing the appearance of the road to slow traffic, it is a no parking marker too.
- COUNTY COUNCILLOR’S / DISTRICT COUNCILLOR’S REPORTS
County Cllr Eyre reported her continuing work on pollution issues on the River Avon and the new Visit Worcestershire tourist campaign.
Wychavon DC Cllr T. Rowley reported on continuing Boundary Commission proposals for the County and local planning issues including the pressures building through the county wide five year housing supply quota.
2022/15
- Progress Reports / Updates
- Lengthsman – Attempted to repair / reset the VAS sign in Main Street but to no avail.
- Community Infrastructure Levy Fund – Solar powered traffic calming / speeding signs to be considered
- Speeding / Traffic : Combined with use of CIL money above
- Community Speed Watch – Start date is delayed as new volunteers are needed to make the scheme viable. A Facebook and e mail request for volunteers will be issued.
- Traffic Calming by the School – Awaiting costs from WCC for traffic calming measures
- VAS Sign – Main Street – not working – the PC will consider whether it is cost effective to pay for an inspection and repair
12.. FINANCE / GOVERNANCE
a) Payments for approval/made since last meeting – circulated to Cllrs
b) External Audit Report – External Audit has been completed and report circulated to Cllrs
put on website
Cllr King proposed and Cllr Smythe seconded the motion to move PC bank account from Lloyds to Unity Bank. Motion passed. LY to process.
Cllr Hall will assist the new Clerk with finance matters.
13. VILLAGE HALL –
Report from Cllr King. There will be a temporary new chairman of the committee.
Improvements at the hall include repairs to the play area and plumbing.
14. TICKET 2 RIDE / COMMUNITY TRANSPORT –
Cllr Hall and Cllr King attended a meeting with Charlton and Lower Moor PCs. Service provided by the Pershore Volunteer Centre. (Cllr Rowley declared an interest as a trustee of the PVC) Consideration will be given to including Cropthorne in the service.
A report of the meeting was placed on the Cropthorne Facebook Page seeking the views of local residents.
2022/16
- RIVER AVON POLLUTION –
Cllr Eyre County Council report included an update on her work on a working party to investigate the pollution of the R. Avon. A discussion took place about algae blooms in a feeder stream. Cllr Hall and Cllr Styan contributing.
16. ITEMS FOR FUTURE DISCUSSION / AGENDAS
- Possible Cropthorne newsletter and delivery via Post Office – potential funding from Cllr Eyre
- S106 funds to be applied for.
- Baldwins Bank to decide on the work needed.
