Minutes for Cropthorne Parish Council meeting held on Monday 4th September 2023

7 pm in the Village Hall.

Present: Chairman B Annis, Cllr J King, Cllr W Clive, Cllr K Styan, Cllr Hall, Cllr Smythe

  1. Apologies None
  2. Declarations of Interest. Cllr Hall, Cllr King – village hall. Cllr Smythe – has links to a similar planning application to W/23/01538/FUL and took no part in the debate. Cllr Annis made the application W/23/01355/HP and took no part in the PC submission.
  3. Approval of minutes from meeting Monday 3rd July 2023 – acceptance agreed. Proposed Cllr Clive, Seconded Cllr King.

  5. W/23/01538/FUL Location: Land At (Os 9999 4454), Field Barn Lane, Cropthorne. Description of Proposal: Erection of 7no. detached dwellings and associated works.

A long discussion took place. The PC OBJECT to this application and will submit a detailed case based on access, services, differences from the original application and location.

  1. To note inter meeting consultation – no objection. W/23/01526/HP Location: Columbary House, Kennel Bank, Cropthorne, Description of Proposal: Erection of carport. Noted
  2. To note inter meeting consultation – no objection. W/22/02540/FUL Location: Land Known As Greenacres, Brook Lane, Cropthorne. Amended design of dwelling and garage of Plot 4. Noted
  3. To note inter meeting consultation – no objection. W/23/01355/HP Location: Avonwood, Field Barn Lane, Cropthorne, Pershore, WR10 3LY Description of Proposal: Improvements to existing rooms in roof space with rear dormer. Noted.
  4. HIGHWAY MATTERS (TO INCLUDE FLOODING)

The hedge has been cut back at the junction of Field Barn Lane and the B4084 thanks to help from Cllr Smyth and the landowner.

Weed spraying and speeding discussed in later items.

6. BALDWINS BANK. Ordering of a tree survey from Creative Gardening Solutions for £180. Approved Prop KS Sec SS

7. WATER TESTING FOR LOCAL RIVER. Purchase of water testing kits for £130 for first year and subsequent £30 renewal to be reviewed after two years. Approved. Prop CH Sec SS

8. MEMORIAL BENCH REPLACEMENT. Bench being delivered next week to Lengthsman for installation.

 

9. COUNTY COUNCILLOR’S / DISTRICT COUNCILLOR’S REPORTS

Cllr Crump reported on the volunteer centre and their efforts to provide a weekly bus service to local villages. Cllr Crump also told the meeting that two trees are being removed in Abbey park, Evesham because they are becoming dangerous and diseased.

Cllr Eyre spoke about the County Council’s work on Environmental Action and their recent report which she said we could publish. She hoped that the river health issues could be assisted by the actions within the report.

10. PROGRESS REPORTS / UPDATES

  1. Lengthsman –

The Lengthsman has undertaken appropriate training to allow him to spray for weeds effectively. The cost of the training was £720 and he is asking if the PC would pay 1/5 as a proportion of his 5 parishes costs.

Cllrs asked if he could spray for weeds on the footpath along the B4084.

Cllrs asked if the LM could cut The Green in the village centre.

  1. Community Infrastructure Levy FundAwaiting manufacturers to return with proposals for the siting of flashing signs outside the school.
  2. Speeding / Traffic : Combined with use of CIL money above
  • Community Speed Watch – Cllr Styan has been in touch with the local police. They will carry out a traffic survey withing the village and return with information that could lead to the establishment of a new community speed watch initiative and other measures to reduce speeds at critical points.
  • VAS Sign – Main Street – not working – assessment underway

12. VILLAGE HALL – Report from Cllr King and Cllr Hall.

Maintenance work being carried out by the hall in the next month on toilet drainage.

Summer toilet provision was a success.
