{"id":385,"date":"2020-08-18T11:18:56","date_gmt":"2020-08-18T10:18:56","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=385"},"modified":"2020-08-18T11:18:58","modified_gmt":"2020-08-18T10:18:58","slug":"minutes-december-2016","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-december-2016\/","title":{"rendered":"Minutes December 2016"},"content":{"rendered":"<p><strong>2016\/22<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday 5<sup>th<\/sup> December 2016 in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT  :<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\t\tCouncillor W Clive<\/p>\n<p>Vice Chairman S Smythe            \tCouncillor J King<\/p>\n<p>County Councillor E Eyre\tDistrict Councillor M English<\/p>\n<p>Clerk L Yapp\t\t\t9 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong> were received from Cllrs Segar, Furlong and Kelly<\/li>\n<li><strong>DECLARATIONS OF INTEREST &#8211; <\/strong> Councillor J King &#8211;  Village Hall Matters<\/li>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meetings were approved and signed \u2013 proposed Councillor Smythe, seconded Councillor King<\/li>\n<\/ol>\n<p><strong>PARISHIONERS QUESTION TIME:<\/strong><\/p>\n<ul>\n<li>\n    Concerns raised with regard the condition of Field Barn Lane, following recent diversions.  County Cllr Eyre had advised at a previous meeting that this was being scheduled for attention.  Clerk to establish timescale<\/li>\n<li>\n    Juliffe Homes Development, Blacksmiths Lane \u2013 concerns raised regarding the amount of bricks\/broken tiles being used on the footpath.  The clerk to contact the developer.<\/li>\n<li>\n    Complaints had been received regarding the burning of soiled dog bedding at a property in Middle Lane.  It was agreed this be forwarded to environmental health at WDC to deal with<\/li>\n<\/ul>\n<ol>\n<li><strong>PLANNING:<\/strong><\/li>\n<\/ol>\n<p><strong>a)  16\/02260 10 Middle Lane, Cropthorne <\/strong>\u2013 Erection of garage \u2013 Approved by WDC<\/p>\n<p>b)  <strong>16\/02442 New Inn. Main Road   Extension<\/strong> &amp; Refurbishment \u2013 amendment to scheme approved under    15\/02974 \u2013 approved by WDC<\/p>\n<p>c)    <strong>16\/02510 Greenacres, Brook lane<\/strong> \u2013 Residential development of 4 x 4 bedroom dwellings with detached garages \u2013 Cllrs Smythe and Clive had visited the site. Issues raised over the height of the proposed new dwellings which would overshadow neighbouring properties, in particular Pattys Farm.  It was agreed that dormer bungalows, on the whole of the site would be a better option.  Although the parish council had approved the previous design of dwellings, it was agreed that we object to the application with the two storey homes, and request that dormer bungalows be considered instead.  In addition, we would draw WDCs attention to the following:<\/p>\n<ul>\n<li>\n    Surface to disposed of via soakaway \u2013 this would be unacceptable as the site is on blue clay which does not drain<\/li>\n<li>\n    Poplars at the rear of Pattys Farm have reached excessive height, and root saplings are growing in the garden of Pattys Farm<\/li>\n<li>\n    Greenacres, adjacent to the site, when built, had the roofline kept purposely low, so as not to intrude on the sky line<\/li>\n<\/ul>\n<p>d)   <strong>16\/02654 Unit 1A, Field Barn Lane Industrial Estate &#8211;<\/strong> Change of use from B1 to B2 &#8211; It was agreed that the application documents did not provide sufficient information with regard disposal of waste or the food products that would be produced on site.  The clerk to make observations to this effect to WDC<\/p>\n<p>e)   <strong>16\/02792 1 Sunnyside, Main Road \u2013 <\/strong>single storey kitchen extension \u2013 no objections to this application<\/p>\n<p><strong> Miscellaneous Planning Concerns: &#8211; <\/strong><\/p>\n<p><strong>(i)  Stricklands \u2013 Living accommodation issues \u2013 with enforcement team.  <\/strong>The parish council had been advised that there were mobile homes at this site.  To be investigated<\/p>\n<p><strong>2016\/23<\/strong><\/p>\n<p><strong> (ii)  Severn Acres \u2013 second access \u2013 with enforcement team<\/strong><\/p>\n<p><strong> TRAVELLER PITCHES \u2013 <\/strong>Clarification is being sought by County Cllr Eyre and District Cllr English with regard the status with respect to planning applications approved at the two sites in Cropthorne.  The parish council were asked to compile a list of all sites in Cropthorne, whether permitted or illegal, temporary or permanent \u2013 not to include migrant workers or holiday homes.  A number of issues required clarification and both the County Cllr and District Cllr were committed to working with the parish council<\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Nothing to report, other than the fact that the Sound and Vision project was progressing<\/li>\n<li><strong>DISTRICT\/COUNTY COUNCILLORS REPORT<\/strong> \u2013 Other than the update regarding the commitment to supporting the parish council regarding Traveller sites, County Cllr Eyre advised:<\/li>\n<\/ol>\n<ul>\n<li>\n    That she would investigate the possibility that Crothorne could have red road surfacing at both entry points to the village on the B4084 and costs, if any.<\/li>\n<li>\n    That she would push for the school bus to collect and drop off children in the lay-by at the New Inn<\/li>\n<li>\n    The suggested re-routing of traffic from the A44 via Hasleor Lane could be dis-regarded as the bridge at Hinton on the Green would be a limiter<\/li>\n<\/ul>\n<ol>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Smart Water \u2013 Further kits had been distributed, still more to be delivered<\/li>\n<li>\n  Lengthsman \u2013 The clerk to ask him to check the VAS<\/li>\n<li>\n  Baldwins Bank \u2013 This had been strimmed to tidy up for winter<\/li>\n<li>\n  New Homes Bonus \u2013 Current amount available \u00a319, 700 with a potential for further years of \u00a340,000<\/li>\n<li>\n  Traveller Consultation \u2013 New consultation had gone out seeking additional sites.  It is expected that the outcome of this would not be decided until 2018<\/li>\n<li>\n  Speeding \u2013 B4084 \u2013 Cllr Smythe and the clerk had met with representatives from County Council, the following was agreed:<\/li>\n<\/ol>\n<ul>\n<li>\n    White gates at Neigh Lane, Church Leys and both entry points on the B4084 \u2013 County Cllr Eyre to finance 2 pairs<\/li>\n<li>\n    VAS sign to be installed at both entry points on the B4084<\/li>\n<li>\n    School bus to pick up and drop off children in the Lay-by near New Inn<\/li>\n<li>\n    Red road surfacing was requested rep. from CC were not keen due to the financial implication installing and maintaining.
