{"id":377,"date":"2020-08-18T11:04:58","date_gmt":"2020-08-18T10:04:58","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=377"},"modified":"2020-08-18T11:05:00","modified_gmt":"2020-08-18T10:05:00","slug":"minutes-july-2016","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-july-2016\/","title":{"rendered":"Minutes July 2016"},"content":{"rendered":"<p><strong>2016\/12<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday July 4th in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT  :<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\t\tCouncillor W Clive\t\tCouncillor J King<\/p>\n<p>Vice Chairman S Smythe             Councillor M West\t\tDistrict Councillor M English<\/p>\n<p>Clerk L Yapp<\/p>\n<ol>\n<li>\n   <strong>APOLOGIES<\/strong> were received from Councillors Segar and Furlong and County Councillor E Eyre<\/li>\n<li><strong>DECLARATIONS OF INTEREST &#8211; <\/strong> Councillor J King &#8211;  Village Hall Matters<\/li>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meetings were approved and signed<\/li>\n<li><strong>DRAINAGE ISSUES \u2013 MAIN STREET <\/strong>\u2013 To be re-addressed at a meeting of the parish council on Thursday 7<sup>th<\/sup> July at 6.30pm, following site meeting and discussion with CC E Eyre and CC highway engineer at 10 am on same day.<\/li>\n<li><strong>PLANNING:<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>W\/16\/01082 <\/strong>Greenacres, Brook Lane Cropthorne \u2013 reserved matters approval following outline planning permission ref: 14\/01875 (appeal reference APP\/H1840\/A\/2228591) \u2013 awaiting decision by WDC<\/li>\n<li><strong>W\/16\/00180\/LUE<\/strong> Land off Main Road \u2013 Certificate of Lawfulness \u2013 mobile home that is permanently lived in \u2013 the parish council had no objections to this application<\/li>\n<li><strong>W\/16\/00249<\/strong> Land off Field Barn Lane- proposed residential development 6 x dwellings and garaging \u2013 the parish council had no objections to the design of the properties but concerns were raised that there was a lack of footways from the new development.  There also appeared to be an issue with neighbouring landowners\u2019 boundary.  These comments would be forwarded to WDC<\/li>\n<\/ul>\n<p><strong>Miscellaneous Planning Concerns: &#8211; <\/strong><\/p>\n<ol>\n<li>\n  Stricklands \u2013 Living accommodation issues \u2013 with enforcement team \u2013 nothing to report<\/li>\n<li>\n  Severn Acres \u2013 second access \u2013 with enforcement team \u2013 nothing to report<\/li>\n<\/ol>\n<p><strong>There had been response from Enforcements regarding the above.  The clerk was asked to re-send email to G Deurdon, with a copy to Jack Hegarty<\/strong><\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Councillor King advised that following a recent \u2018incentive\u2019 by WDC \u2013 it was identified that there was a need to provide keep fit classes for those \u2018less active\u2019 .  A number of classes had been arranged at the village hall, with the first one free.    Sound proofing \u2013 to be discussed under <strong><em>New Homes Bonus<\/em><\/strong><\/li>\n<li><strong>DISTRICT COUNCILLORS REPORT<\/strong> \u2013 This was circulated to councillors prior to the meeting.  The chairman asked if 106 monies could be used for the purchase of land to be used as allotments for the community \u2013 something that the village school were keen to get involved with.  Councillor English advised she would make enquiries.  All members of the parish council were in agreement with the idea of allotments, but Councillor Clive stressed that location was important, for the childrens safety<\/li>\n<\/ol>\n<p><strong>2016\/13<\/strong><\/p>\n<ol>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Smart Water \u2013 About 50% of the village had received their Smart Water kits \u2013 the rest would be distributed by available councillors and the clerk during the summer.  Councillors Clive, Smythe and Annis had offered their support with this<\/li>\n<li>\n  Lengthsman \u2013 Nothing other than Baldwins Bank \u2013 see below<\/li>\n<li>\n  Baldwins Bank \u2013 It was suggested that the Lengthsman could assist with some strimming at Baldwins Bank.  The clerk would ask him to liaise direct with Councillor Clive<\/li>\n<li>\n  New Homes Bonus \u2013 Quotes had been received for the proposed sound system for the village hall \u2013 taking on board a number of options for the main hall and various committee rooms.  In the first instance the clerk would seek advice from WDC, for confirmation that the sound proofing would be a suitable project for NHB<\/li>\n<li>\n  Traveller Consultation \u2013 Awaiting decision.<\/li>\n<li>\n  HGV Lorries\/Lay-by Main Road \u2013 Nothing further to report at this stage, however Councillor West advised that residents adjacent to the lay-by should be consulted before any action is taken<\/li>\n<li>\n  Safety Barrier \u2013 Footpath onto B4084 \u2013 this had now been replaced by CC<\/li>\n<li><strong>FINANCE<\/strong><\/li>\n<li>\n   Approval of payments made\/to be made since last meeting, as listed below \u2013 All councillors approved<\/li>\n<li>\n  Finance Meeting \u2013 Chairman, Councillor King and the clerk met to review overall financial situation.  2015\/16 saw larger than usual outlay due to the purchase of Baldwins Bank and clerks\u2019 salary increase.  Baldwins Bank, although \u00a3900 was received from NHB, cost an additional \u00a31600 from parish council funds to cover legal expenses, buyer\u2019s premium and commission fees.  The clerks\u2019 salary was reviewed in September 2015 and hours were increased to 20 hours per month and an increase in the hourly rate \u2013 to bring in line with NALC recommendations.  A number of \u2018reserves\u2019 accounted for a large amount of the monies in the parish council accounts.  It was suggested that these would be moved as follows:<\/li>\n<\/ol>\n<ul>\n<li>\n    Community Project \u2013 this would be re-named Parish Community Fund, and to transfer \u00a32662.15 to parish council reserves, leaving \u00a35,000 in the newly named Parish Community Fund<\/li>\n<li>\n    Flood Fund \u2013 the \u00a31050 will be added to the Legal reserve.  The clerk to investigate what is covered by the legal costs element of our insurance policy<\/li>\n<li>\n    That the clerks\u2019 salary be increased from \u00a310.86 per hour to \u00a311.05 \u2013 a per the recent NALC salary increases.<\/li>\n<\/ul>\n<p>All councillors present were in agreement with the above proposals<\/p>\n<ol>\n<li><strong>ANY OTHER BUSINESS<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Neigh Lane \u2013 one resident pointed out the dangers of speeding traffic coming from Fladbury, failing to give way at the junction.  The clerk would speak to CC for advice on possible warning signage<\/li>\n<\/ul>\n<p><strong>          10.
