{"id":363,"date":"2020-08-18T11:00:41","date_gmt":"2020-08-18T10:00:41","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=363"},"modified":"2024-08-25T18:35:43","modified_gmt":"2024-08-25T17:35:43","slug":"minutes-march-2017","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-march-2017\/","title":{"rendered":"Minutes March 2017"},"content":{"rendered":"<p><strong>2017\/05<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday March 13th in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT  :<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\t\tCouncillor W Clive<\/p>\n<p>Councillor J King\t\tCouncillor R Segar<\/p>\n<p>Councillor R Kelly  \t\tCounty Councillor L Eyre<\/p>\n<p>Clerk L Yapp\t\t\t8 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong> were received from Cllrs S Smythe and D Furlong, and District Councillor M English<\/li>\n<li><strong>DECLARATIONS OF INTEREST &#8211; <\/strong> Councillor J King &#8211;  Village Hall Matters<\/li>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meetings were approved and signed \u2013 proposed Cllr Segar, seconded Cllr Clive<\/li>\n<\/ol>\n<p><strong>PARISHIONERS QUESTION TIME:  Nothing to report<\/strong><\/p>\n<ol>\n<li><strong>PLANNING:<\/strong><\/li>\n<\/ol>\n<p>a)   <strong>16\/00209 8 Evergreen, Main Road \u2013 <\/strong>Awaiting additional information from WDC<\/p>\n<p><strong>b)   16\/00180 Land off Main Road Cropthorne <\/strong>Certificate of Lawfulness, mobile home \u2013 Appeal \u2013 the parish council agreed they had nothing further to add to the previous comments made<\/p>\n<p><strong>Miscellaneous Planning Concerns: &#8211; <\/strong><\/p>\n<p><strong>(i)  Stricklands \u2013 Living accommodation issues \u2013 with enforcement team.  <\/strong>Nothing to report<\/p>\n<p><strong>(ii)  Severn Acres \u2013 second access \u2013 <\/strong>A new planning application had been received by the parish council for additional pitches.  To be discussed at the next parish council meeting<\/p>\n<p><strong>(iii) Kimberleys Land \u2013<\/strong> WDC enforcements advised there was no breach of planning approval.  The clerk was asked to check out any condition with the approval in 2011 and to check the Government guidelines with regard septic tanks<\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Minutes had been circulated.  The clerk was asked to chase up the larger SmartWater labels required for bigger items of value.  A suggestion was made that a working party be set up to assist with the firework event (if it goes ahead) with serving refreshments.  The parish council agreed to top up the firework fund with \u00a380<\/li>\n<li><strong>COUNTY COUNCILLORS REPORT<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li>\n    Bus Service &#8211;  Cllr Eyre is still working to try and resolve the bus problem, particularly in Fladbury.  One resident did advise that they thought the service in Cropthorne was regular and reliable<\/li>\n<li>\n    LTP4 \u2013 Cllr Eyre had drafted a response to the LTP4 consultation.  A request was made for the parish council to email Mr Brienza (CC Highways) with concerns regarding the verges in Hasleor Lane being left too high for pedestrians to safely use in the event on oncoming traffic<\/li>\n<li>\n    Following an online report by the clerk for repairs to a footway in Main Street, CC had advised that they could see no problem.  The clerk was asked to forward to Cllr Eyre the photographs which were submitted online<\/li>\n<\/ul>\n<ol>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Smart Water \u2013 Further kits had been distributed, still more to be delivered.<\/li>\n<li>\n  Lengthsman \u2013 It was reported that the footpath between Charlton and Cropthorne required more \u2018siding\u2019 out.  The clerk was asked to liaise with Charlton PC, to see if this is something the lengthsmen could do between them<\/li>\n<\/ol>\n<p><strong>2017\/06<\/strong><\/p>\n<ol>\n<li>\n  Baldwins Bank \u2013 Awaiting action by Western Power regarding the dead silver birch \u2013 inspection to be carried out 17<sup>th<\/sup> March.  A quote for \u00a3460 had been received for remedial work at Baldwins Bank to clear the overgrowth.  All were happy with this and to use the \u00a3500 held in reserves to cover the costs.<\/li>\n<li>\n  New Homes Bonus \u2013 Current amount available \u00a319, 700 (to be used if accepted by WDC on speed project)<\/li>\n<li>\n  Traveller Consultation \u2013 Awaiting outcome of consultation<\/li>\n<li>\n  Speeding \u2013 B4084 \u2013 The parish council agreed, proposed Cllr Segar, seconded Cllr Clive, that we proceed with the \u2018dragons teeth\u2019 road markings.  The clerk produced draft costings for the speed project, which were agreed in principal but final details would be confirmed in a meeting between the clerk, chair and vice chair \u2013 to ensure nothing had been forgotten.  Estimated Total cost (excl. VAT) are \u00a39173<\/li>\n<\/ol>\n<p><strong>8.  LEANING WALL<\/strong> \u2013 Concerns had been raised regarding the large leaning on Main Street.  The clerk had been in contact with residents of adjacent properties and been assured that the wall had been inspected and there were no areas of concern.  It was reported that a further inspection had been carried out recently and the clerk asked to ask for an update.<\/p>\n<p><strong>9<\/strong>.  <strong>BENCHES  <\/strong>&#8211; A number of benches in Cropthorne were in need of minor re-furbishment.  One on the green and one opposite were in need of cleaning down and re-staining \/ varnishing.  The lengthsman had offered to do this outside of his LM duties for a cost of \u00a375 to include materials.  This was agreed.  A third, outside Holland House required some repairs which the chairman would arrange.<\/p>\n<p><strong>10<\/strong>.  <strong>PARISH COUNCILS UNITED MEETING <\/strong>\u2013 initial feedback had been positive.  CALD had made contact via the clerk suggesting that this is something that the Area Meeting would cover, although it would appear that little is known about this.  The clerk had emailed the clerk to the area meeting for more information and hopefully a meeting in the first instance.<\/p>\n<p><strong>11<\/strong>.  <strong>LTP4 CONSULTATION<\/strong>  &#8211;  Deadline for comments in response to the LTP4 consultation is Friday March 17<sup>th<\/sup>.  Any comments to be with the clerk before Friday<\/p>\n<ol>\n<li><strong>FINANCE<\/strong><\/li>\n<li>\n   Approval of payments made\/to be made since last meeting, as listed below \u2013 All councillors approved<\/li>\n<\/ol>\n<p>(b) Accounts had been circulated to all councillors<\/p>\n<p>(c)  Financial Regulations, policies for adoption \u2013 deferred to next meeting<\/p>\n<ol>\n<li><strong>ANY OTHER BUSINESS\/ FOR DISCUSSION AT FUTURE MEETING<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Field Barn Lane \/ Blacksmiths Lane \u2013 complaints were received regarding the amount of mud on the roads due to sit traffic.
