{"id":346,"date":"2020-08-18T10:54:39","date_gmt":"2020-08-18T09:54:39","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=346"},"modified":"2020-08-18T10:54:40","modified_gmt":"2020-08-18T09:54:40","slug":"minutes-september-2016","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-september-2016\/","title":{"rendered":"Minutes September 2016"},"content":{"rendered":"<p><strong>2016\/15<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday 5<sup>th<\/sup> September in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT  :<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\t\tCouncillor W Clive\t\tCouncillor J King<\/p>\n<p>Vice Chairman S Smythe            Councillor D Furlong\t\tCouncillor R Segar<\/p>\n<p>County Councillor E Eyre \tClerk L Yapp\t\t\tTen members of the public<\/p>\n<p>D Smallcombe (D Smallcombe \u2013 Building Specialist)  &amp; D Smith (GAJ UK Ltd)  re: Development at Greenacres<\/p>\n<p><strong><em>D Smallcombe &amp; D Smith \u2013 re: Development at Greenacres, Brook Lane \u2013 Introduction by D Smallcombe including work history, background and plans for the site. To build homes that blend with the neighbouring properties and location.  Wants to work with nearby residents, and to minimise their concerns \/ issues.  Advised that the small properties on the site would only mean extensions being added at a later date, and the cost of infrastructure on the site would cost in the region of \u00a3250,000, hence the need to build the larger style homes.  Concerns raised by parishioners:<\/em><\/strong><\/p>\n<ul>\n<li><strong><em>  Blue Clay \u2013 one resident raised concerns that their home was built on blue clay and had experienced<\/em><\/strong><\/li>\n<\/ul>\n<p><strong><em>problems in the past.  Assurance was\u00a0given by Mr Smallcombe\u00a0that the area would be subject to a structural engineers report before any works commenced.  Mr Smallcombe was happy to liaise with the property owner direct, and if necessary, an insurance policy would be taken out to protect the property.\u00a0 Mr Smallcombe advised that &#8216;piling&#8217; would be used if necessary.\u00a0 The parish council request that this is clarified as a condition on any planning approval, if granted<\/em><\/strong><\/p>\n<ul>\n<li><strong><em>    Landscaping \u2013 A further landscaping application would be necessary at a later date\u00a0but Mr Smallcombe agreed to liaise with neighbouring residents regarding trees that required removal, varieties of trees to be planted and those which required cutting back.\u00a0 Again, the parish council wish this to be clarified\u00a0as a condition.<\/em><\/strong><\/li>\n<li><strong><em>    Flooding &#8211; In an attempt to reduce any flooding issues in Brook Lane\u00a0caused by surface water run-off, Mr Smallcombe advised they would investigate retaining surface water on site.\u00a0 This is requested to be a condition in any approval<\/em><\/strong><\/li>\n<li><strong><em>    Screening \u2013 a request was made by a resident for evergreen variety of screening &#8211; again to be clarified as a condition<\/em><\/strong><\/li>\n<li><strong><em>    Car Parking \u2013 Mr Smallcombe agreed to review the car parking areas at the rear of some properties<\/em><\/strong><\/li>\n<li><strong><em>    Street Lighting \u2013 it was agreed there would be no street lighting other than a small marker \/ reflector to be placed on gate posts to the properties<\/em><\/strong><\/li>\n<\/ul>\n<ol>\n<li>\n   <strong>APOLOGIES<\/strong> were received from District Councillor M English<\/li>\n<li><strong>DECLARATIONS OF INTEREST &#8211; <\/strong> Councillor J King &#8211;  Village Hall Matters<\/li>\n<li><strong>CO-OPTION<\/strong> \u2013 One application had been received, Mr R Kelly.  Councillor Clive proposed and Councillor Smythe seconded in favour of his co-option. This will be forwarded to WDC<\/li>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Minutes from the recent meeting had been circulated<\/li>\n<li><strong>DISTRICT COUNCILLORS REPORT<\/strong> \u2013 County Councillor Eyre spoke of the issues with regard buses using Field Barn Lane, pointing out that concerns over the decision to use this diversion had been made by the parish council and residents before works commenced. She advised she would push for the re-instatement of damaged verges etc.  She continues to work with bus companies and local parish councils to establish a bus service for all.  Previously flagged up issue regarding the camber in Main Street (outside some properties) would hopefully be rectified.  Any pavement \/highway issues should be reported on the HUB, CC tend to take notice of the number of \u2018X\u2019 flagging up problems.  One resident spoke of his concern over the number of Rooftop properties with gardens in poor state.  The clerk was given a contact name to report these to.<\/li>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Smart Water \u2013 About 50% of the village had received their Smart Water kits \u2013 the rest would be distributed by Carol Clive during the next few weeks.  Thanks to Carol for her help<\/li>\n<li>\n  Lengthsman \u2013 request for grips in Brook Lane \/ brambles to be cut back on B4084 adjacent to small lay-by \u2013 <strong><em>both of these have been actioned by the LM<\/em><\/strong><\/li>\n<li>\n  Baldwins Bank \u2013 The LM had cleared some of the overgrowth from the road \/ footway<\/li>\n<li>\n  New Homes Bonus \u2013 Awaiting decision by WDC<\/li>\n<li>\n  Traveller Consultation \u2013 Awaiting decision.<\/li>\n<li>\n  HGV Lorries\/Lay-by Main Road \u2013 A suggestion made for higher kerbs and soft bollards as a deterrent for large vehicles<\/li>\n<li>\n  Safety Barrier \u2013 Footpath onto B4084 \u2013 this had now been replaced by CC<\/li>\n<li><strong>FINANCE<\/strong><\/li>\n<li>\n   Approval of payments made\/to be made since last meeting, as listed below \u2013 All councillors approved<\/li>\n<\/ol>\n<p>(b)  External Audit \u2013 awaiting report from Grant Thornton<\/p>\n<p><strong>2016\/17<\/strong><\/p>\n<ol>\n<li><strong>ANY OTHER BUSINESS<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    The Parish Council agreed to pay for the village hall hire for PACT meetings, probably one per year<\/li>\n<li>\n    Youth Bus \u2013 Councillor Clive advised that this was well used by village children<\/li>\n<li>\n    Overgrown brambles \/ vegetation should be reported to the clerk, with an address for the property\/land owner to be contacted<\/li>\n<li>\n    A request had been made for a speed camera on the B4084<\/li>\n<li>\n    A request made for parents dropping off children at the school, return and move their cars as quickly as possible, to alleviate problems in Middle Lane<\/li>\n<\/ul>\n<p><strong>          10.
