{"id":264,"date":"2020-08-16T16:30:21","date_gmt":"2020-08-16T15:30:21","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=264"},"modified":"2020-08-16T16:30:22","modified_gmt":"2020-08-16T15:30:22","slug":"minutes-march-2020","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-march-2020\/","title":{"rendered":"Minutes March 2020"},"content":{"rendered":"<p><a id=\"post-264-_Hlk503447942\"><\/a><strong>2020\/06<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday 2<sup>nd<\/sup> March 2020 in the Village Hall at 7pm    <\/strong><\/p>\n<ol>\n<li><strong>PRESENT:<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\tCllr W Clive \t\tCllr M Rowell\t\tCllr J King<\/p>\n<p>County Cllr E Eyre\tDistrict Cllr T Rowley\tClerk L Yapp\t\t8 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong>  &#8211; Cllr Smythe<\/li>\n<li><strong>DECLARATIONS OF INTEREST:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Cllr King  &#8211;  Village Hall<\/li>\n<\/ul>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meeting were approved and signed \u2013 proposed Cllr Clive, seconded Cllr Rowell \u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME \u2013 Nothing raised<\/strong><\/li>\n<li><strong>PLANNING\/ENFORCEMENTS: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Field Barn Lane Caravan Park (19\/00991), erection of dwelling \u2013 <em>Appeal lodged<\/em><\/li>\n<li>\n    19\/02484 \u2013 Midcott, Middle Lane \u2013 proposed new dwelling \u2013   <em>refused by WDC<\/em><\/li>\n<li>\n    19\/02710 \u2013 Kimberleys Field \u2013 Change of use to mixed use for storage and maintenance of fairground equipment and stalls and the stationing of caravans for residential purposes \u2013 <em>awaiting decision by WDC<\/em><\/li>\n<li>\n    20\/00389 \u2013 Corehill Far, Blacksmiths Lane \u2013 Applic. For prior notification for a proposed agricultural building to store machinery, tools and equipment \u2013 <em>this application was received by the parish council for it to be a formal agenda item, but due to the nature of the type of application it was agreed that there were no objections<\/em><\/li>\n<\/ul>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr Kings advised that there was little to report on other than a forthcoming Murder Mystery event with any funds raised to be donated to local charity \u2013 further details to follow.<\/li>\n<li><strong>HIGHWAY MATTERS :<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Bus Stop B4084 \u2013 Cllr Annis advised he would speak to owner of property at junction of Smokey Lane \/ B4084 with regard acquiring a corner for a bus stop \/ hard standing to be installed <em>since the meeting Cllr Annis has been in contact with the landowner and there were no objections and there did appear to be some space.  The clerk would refer this to WCC in the first instance<\/em><\/li>\n<li>\n    Blacksmiths Lane Flooding \u2013 the clerk had reported to WCC on the hub and also direct to the Engineer responsible for flooding, the issues in Blacksmiths Lane \u2013 photographs had also been sent.  However it was pointed out the a large number of officers had been working round the clock with the more serious flooding areas in the County, and due to the number of additional hours they had put in, had been forced to take \u2018leave\u2019.  As a result some of the \u2018less serious\u2019 issues may well take a little longer to be looked into<\/li>\n<\/ul>\n<ol>\n<li><strong>COUNTY COUNCILLORS REPORT \u2013 <\/strong>Cllr Eyre reported:<\/li>\n<\/ol>\n<ul>\n<li>\n    Demands on CC staff members during the recent widespread flooding throughout the County had necessitated regular staff rotation<\/li>\n<li>\n    Worcestershire joins 8 other projects around the County to receive Government backing for 5G trials<\/li>\n<li>\n    A \u00a3200,000 cash injection had been announced to get more people on buses with suggestions of work on an arrangement for Cropthorne, Fladbury and Cropthorne.<\/li>\n<li>\n    Norton Parkway is now operational with services to London Paddington, Cardiff and Bristol<\/li>\n<\/ul>\n<p><a id=\"post-264-_Hlk34586641\"><\/a><strong>2020\/07<\/strong><\/p>\n<ul>\n<li>\n    Pinvin traffic scheme was progressing well<\/li>\n<li>\n    WCC have held preliminary discussions with First Bus regarding electric buses<\/li>\n<li>\n    \u00a35,000,000 funding had been announced to help traffic congestion in Worcestershire<\/li>\n<li>\n    Traffic Calming is being investigated for Neigh Lane<\/li>\n<li>\n    Road closure scheduled for 25<sup>th<\/sup> May has been put back so as not to impact on Cropthorne Walkabout<\/li>\n<\/ul>\n<ol>\n<li><strong>DISTRICT COUNCILLOR<\/strong> \u2013 Cllr Rowley reported:<\/li>\n<\/ol>\n<ul>\n<li>\n    SWDP \u2013 Nothing further to report on this at the moment<\/li>\n<li>\n    Minerals Local Plan \u2013 A datew had been set for the Examination in Public for 5<sup>th<\/sup> \u2013 7<sup>th<\/sup> May, with another date for 1<sup>st<\/sup> June if this over runs.  All parishes in the Fladbury were involved, and there are 2 phases, with an enquiry into the Minerals Local Plan and a possible separate issue being site specific if the Charlton site proceeds.  The clerk reported that she was acting as the \u2018secretarial administrator\u2019 in taking minutes, sending emails etc for the group representing the parish councils.  There will be administration costs involved in the printing of fliers and leaflets, setting up a specific website and secretarial time.  It was agreed that we would allocate \u00a3500 towards the initial costs with further discussion for further contributions if and when needed, proposed Cllr Rowell, seconded Cllr King \u2013 all in favour.<\/li>\n<\/ul>\n<ol>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; Cllr Clive had been working with the LM.  It was mentioned that when trying to pull out of Middle Lane onto Main Street, vision was restricted because of the hedge being overgrown on the left hand side.  This would be looked into<\/li>\n<li>\n  New Home Bonus \u2013  The clerk and Peter Harris (St Michaels Church ) are meeting with WDC on 3<sup>rd<\/sup> March to discuss the decision made by the NHB committee<\/li>\n<li>\n  s106 \u2013 An application has been made to WDC for them to release funds to enable us to go ahead and \u2018order\u2019 the works<\/li>\n<li>\n  Community Infrastructure Levy Fund \u2013 nothing to report but Cllr Eyre is looking at possible traffic calming at Neigh Lane \/ Church Leys<\/li>\n<li>\n  Speeding :<\/li>\n<\/ol>\n<ul>\n<li>\n    Community Speed Watch \u2013 Following a second email request for volunteers there had been no interest shown. The clerk to investigate<\/li>\n<li>\n    It was reported that the X50 periodically pulls into the lay-by at The New Inn on occasions.  A further request was made for all buses to be able to do same.  Cllr Eyre reiterated her previous comment that it was a safety issue but would look at it again<\/li>\n<li>\n    Orchard Row \u2013 a complaint was made regarding the parking of vehicles at Orchard Row passing-by making it extremely difficult and dangerous for residents to get out of their drives.
