{"id":260,"date":"2020-08-16T16:29:29","date_gmt":"2020-08-16T15:29:29","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=260"},"modified":"2020-08-16T16:29:30","modified_gmt":"2020-08-16T15:29:30","slug":"minutes-february-2020","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-february-2020\/","title":{"rendered":"Minutes February 2020"},"content":{"rendered":"<p><a id=\"post-260-_Hlk503447942\"><\/a><strong>2020\/04<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday 3<sup>rd<\/sup> February  2020 in the Village Hall at 7pm    <\/strong><\/p>\n<ol>\n<li><strong>PRESENT:<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\tCllr W Clive \t\tCllr M Rowell\t\tCllr J King<\/p>\n<p>District Cllr T Rowley\tClerk L Yapp\t\t7 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong>  &#8211; Cllr Smythe<\/li>\n<li><strong>DECLARATIONS OF INTEREST:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Cllr King  &#8211;  Village Hall<\/li>\n<\/ul>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meeting were approved and signed \u2013 proposed Cllr Clive, seconded Cllr King\u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME &#8211; Points raised:<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Surface water Neigh Lane \u2013 to investigate re-instatement of ditch<\/li>\n<li>\n    Brambles Middle Lane &amp; Field Barn Lane<\/li>\n<li>\n    Grips Brook Lane<\/li>\n<li>\n    \u2018Boy Racer\u2019 \/ exhaust backfiring<\/li>\n<\/ul>\n<p>It was agreed that Cllr Clive would take over the \u2018responsibility\u2019 of the lengthsman, and to liaise with his<\/p>\n<p>priorities.<\/p>\n<ol>\n<li><strong>PLANNING\/ENFORCEMENTS: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Field Barn Lane Caravan Park (19\/00991), erection of dwelling \u2013 <em>Appeal lodged<\/em><\/li>\n<li>\n    19\/02484 \u2013 Midcott, Middle Lane \u2013 proposed new dwelling \u2013   <em>refused by WDC<\/em><\/li>\n<li>\n    19\/02710 \u2013 Kimberleys Field \u2013 Change of use to mixed use for storage and maintenance of fairground equipment and stalls and the stationing of caravans for residential purposes \u2013 <em>awaiting decision by WDC<\/em><\/li>\n<\/ul>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr Kings reported that while reviewing Village Hall T &amp; C\u2019s, there was a query with the \u2018location code\u2019 of the defibrillator.  The clerk advised that there was a new \u2018national\u2019 system where the location code was no longer in use.  It was agreed that another email be sent to residents of the access code, where the two defibrillators were situated and an invitation to attend CPRE \/ Defib training\/familiarisation to anyone that was interested<\/li>\n<li><strong>HIGHWAY MATTERS :<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Bus Stop B4084 \u2013 Cllr Annis advised he would speak to owner of property at junction of Smokey Lane \/ B4084 with regard acquiring a corner for a bus stop to be installed<\/li>\n<li>\n    Overgrown hedge \u2013 junctions Brook Lane \/ B4084 \u2013 Cllr Annis advised he would speak to property owners both sides of the junction of Brook Lane \/ B4084 regarding the cutting back of hedgerow to improve visibility and footway<\/li>\n<li>\n    Road closure in Blacksmiths Lane scheduled for 9<sup>th<\/sup> March 2020<\/li>\n<\/ul>\n<ol>\n<li><strong>COUNTY COUNCILLORS REPORT \u2013 <\/strong>Nothing to report.  Cllr Rowley advised he would speak to anyone with concerns with the planning application  at Kimberleys Field<\/li>\n<li><strong>DISTRICT COUNCILLOR<\/strong> \u2013 Cllr Rowley reported:<\/li>\n<\/ol>\n<ul>\n<li>\n    SWDP \u2013 some 10,000 representations were received following the last consultation and will take some time to work through.  Once these have been considered, it is likely that a further consultation will be carried out later in the year<\/li>\n<\/ul>\n<p><strong>2020\/05<\/strong><\/p>\n<ul>\n<li>\n    Minerals Consultation \u2013 2 open meetings were held in January, with residents from Charlton, Cropthorne, Wick and Fladbury in attendance.  A meeting is to be held with the local MP before a further meeting of the steering group mid-February, to discuss a way forward<\/li>\n<\/ul>\n<ol>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; already covered above<\/li>\n<li>\n  New Home Bonus \u2013  The application for funds for toilets \/ servery was refused at the last Localism Committee meeting, despite support form the District Cllr. A suggestion was made that if evidence of use of the church as a place for regular events could be provided, this could be re-considered.  The results of a survey \/ questionnaire that was carried out in 2013 was presented to Cllrs which proved support for the church as an alternative venue.  The clerk and churchwarden have a meeting with WDC mid-February to establish a way forward.<\/li>\n<li>\n  s106 \u2013 An application for funds to improve the pathway round The Sheppey and for \u2018matting\u2019 to enlarge the parking facilities was approved by WDC.  Cllr King advised that the \u2018matting\u2019 area would not be carried out until after the Walkabout<\/li>\n<li>\n  Community Infrastructure Levy Fund \u2013 no further action pending the outcome of the NHB consultation as this fund could be used with any infrastructure scheme.  The clerk had informed the County Cllr of the concerns raised by residents in Neigh Lane and Church Leys and the  feasibility of improved visibility on the bend in Neigh Lane<\/li>\n<li>\n  Speeding :<\/li>\n<\/ol>\n<ul>\n<li>\n    Community Speed Watch \u2013 Cropthorne has been accepted onto the scheme.  The clerk asked for volunteers to take part with the training, both at the meeting and via email.  The clerk would send out another email seeking volunteers.  So far, we have four parishioners keen to get involved with a requirement of at least ten needed.
