{"id":239,"date":"2020-08-16T16:07:51","date_gmt":"2020-08-16T15:07:51","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=239"},"modified":"2020-08-16T16:08:30","modified_gmt":"2020-08-16T15:08:30","slug":"minutes-may-2019-2","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-may-2019-2\/","title":{"rendered":"Minutes June 2019"},"content":{"rendered":"<p><a id=\"post-239-_Hlk503447942\"><\/a><strong>2019\/12<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday June 3<sup>rd<\/sup>  2019 in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT:<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\t\tVice Chairman S Smythe<\/p>\n<p>Cllr W Clive \t\t\tCllr J King<\/p>\n<p>Cllr R Segar\t\t\tCllr M Anderson<\/p>\n<p>Clerk L Yapp\t\t\tCounty Cllr L Eyre<\/p>\n<p>4 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong>  were received from Cllr T Rowley<\/li>\n<\/ol>\n<p><strong>CO-OPTION<\/strong> \u2013 Deferred to next meeting to consider applications received<\/p>\n<ol>\n<li><strong>DECLARATIONS OF INTEREST \u2013 <\/strong>Cllr J King \u2013 Village Hall matters<\/li>\n<\/ol>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meeting were approved and signed \u2013 proposed Cllr Segar, seconded Cllr King \u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME:  <\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Bollards, Lower Croft \u2013 still not done as promised by Rooftop Housing \u2013 the clerk to chase<\/li>\n<li>\n    Untaxed vehicles, Lower Croft \u2013 the clerk to chase Rooftop Housing<\/li>\n<li>\n    Brook Lane, Speeding \u2013 one parishioner in attendance voiced his frustration regarding the ongoing issues with speeding in Brook Lane.  The clerk suggested that CIL monies held by the parish council could be used for speed roundels on the road, if possible and would take advice from WDC.  Another suggestion put forward was for a Community Speed Watch scheme.  The clerk would take advice from Fladbury Parish Council who have recently set up the scheme<\/li>\n<\/ul>\n<ol>\n<li><strong>PLANNING: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    1900247 \u2013 Greenacres, Brook Lane \u2013 Retrospective extension and refurbishment \u2013 approved<\/li>\n<li>\n    19\/00032 -The Pound, Main Street \u2013 Restoration, overhaul and repairs to windows \u2013 approved<\/li>\n<li>\n    19\/00875 \u2013 Meadow View, Smokey Lane \u2013 change of use of land to residential garden and stationing of log cabin as annex accommodation <em>\u2013 following discussion, it as agreed that the parish council would \u2018make an observation\u2019 that this could be looked upon as development on agricultural land and would set a precedent<\/em><\/li>\n<li>\n    19\/00839 \u2013 Lanesfield, Smokey Lane \u2013 2 x timber stables, muck store, tack room and adjacent barn \u2013 <em>there were no objections to this application<\/em><\/li>\n<li>\n    Merrybrook, Field Barn Lane \u2013 with enforcements<\/li>\n<\/ul>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr King reported that:<\/li>\n<\/ol>\n<ul>\n<li>\n    Lawn Mower \u2013 this is still being trialled with an initial concern that it was using too much fuel<\/li>\n<li>\n    AGM \u2013 2on 20<sup>th<\/sup> May reported that there were only 5 committee members and there was currently no secretary<\/li>\n<\/ul>\n<ol>\n<li><strong>HIGHWAY MATTERS :<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Water leak Field Barn Lane \u2013 this seemed to have been resolved<\/li>\n<li>\n    Footway rear of Sheppey Corner \u2013 this has been reported to WCC with regard the overgrowth and lack of way markers \u2013 the clerk would investigate as to progress.<\/li>\n<li>\n    Entrance to Sheppey Corner \u2013 This was reported as being unkept, an eyesore and a dumping ground for garden debris.  The clerk would investigate<\/li>\n<li>\n    Reflectors \u2013 Brook Lane \/ Field Barn Lane junctions \u2013  awaiting decision by WCC<\/li>\n<\/ul>\n<p><strong>2019\/13<\/strong><\/p>\n<ul>\n<li>\n    A map had been marked up and sent to Cllr Eyre with proposals for part footway in Field Barn Lane \u2013 awaiting feedback from Cllr Eyre and CC<\/li>\n<\/ul>\n<ol>\n<li><strong>COUNTY COUNCILLORS REPORT \u2013 <\/strong>This has been circulated to Cllrs and copy attached.<\/li>\n<\/ol>\n<ul>\n<li>\n    Bus Stop B4084 \u2013 following a request from the parish council for a \u2018hard standing\u2019 on the B4084 this has been ruled out, as it is classed at this location as a \u2018hail and ride\u2019  and at the drivers discretion if he felt it safe to stop.  It was argued that it was equally \u2018unsafe\u2019 for bus users to have to stand on the main B4084 to wait for the bus but there was nothing that could be done, as any form of hardstanding \/ bus stop would be formalising the bus stop and in the event of any accident the CC would be liable<\/li>\n<li>\n    Lay-By B4084 \u2013 a request had been received by Cllr Eyre (from a resident in Fladbury) to have the double yellow lines removed from the lay-by to enable longer stay parking to use the bus \u2013 this was deemed to be unlikely as the layby is there for the use of lorry drivers<\/li>\n<li>\n    Cllr Eyre asked to be sent details of speeding\/traffic calming suggestions made by a resident from Brook Lane<\/li>\n<\/ul>\n<ol>\n<li><strong>DISTRICT COUNCILLOR<\/strong> \u2013 Nothing to report<\/li>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; The LM was asked to attend to overgrowth in Brook Lane and on the B4084 and in Brook Lane<\/li>\n<li>\n  New Home Bonus\/s106 \u2013 awaiting outcome of meeting at Wychavon District Council on 18<sup>th<\/sup> June<\/li>\n<li>\n  Community Infrastructure Levy Fund \u2013 Investigating to see if possible, to use for traffic calming in Brook Lane<\/li>\n<li>\n  Bus Service \u2013 Traffic Review Consultation to start on 6<sup>th<\/sup> June<\/li>\n<li>\n  Speeding \u2013 Already covered<\/li>\n<li>\n  Bollards Lower Croft \u2013 The clerk would investigate<\/li>\n<li>\n  War Memorial \u2013 Nothing further to report<\/li>\n<li><strong>FINANCE  <\/strong><\/li>\n<li>\n  Payments made since the last meeting\/for authorisation<\/li>\n<\/ol>\n<p><strong>Current account balance<\/strong>:<\/p>\n<p>(incl. unpresented cheques)\t\t\u00a310,314.29<\/p>\n<p><strong>Deposit account:\t\t\t<\/strong>\u00a35,018.93<\/p>\n<p>c)   Annual Return \u2013 Internal Auditors Report \/ Certificate of Exemption \u2013 the clerk reported that there<\/p>\n<p>were no issues reported on the internal audit.
