Cllr Annis accepted, proposed Cllr Clive, seconded Cllr Segar<\/li>\n<li>\n    Cllr Smythe was nominated Vice Chair, no other nominations were received. Cllr Smythe accepted, proposed Cllr Annis, seconded Cllr Clive<\/li>\n<\/ul>\n<p><strong>CO-OPTION<\/strong> \u2013 An application had been received from M Anderson.  This was accepted.  There were no objections<\/p>\n<ol>\n<li><strong>DECLARATIONS OF INTEREST \u2013 <\/strong>Cllr J King \u2013 Village Hall matters<\/li>\n<\/ol>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meeting were approved and signed \u2013 proposed Cllr Segar, seconded Cllr King \u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME:  <\/strong>No issues raised<\/li>\n<li><strong>PLANNING: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    1900247 \u2013 Greenacres, Brook Lane \u2013 Retrospective extension and refurbishment \u2013 awaiting decision by WDC<\/li>\n<li>\n    19\/00032 -The Pound, Main Street \u2013 Restoration, overhaul and repairs to windows \u2013 awaiting decision by WDC<\/li>\n<li>\n    Merrybrook, Field Barn Lane \u2013 with enforcements<\/li>\n<\/ul>\n<p>Three other applications had been received but too late for inclusion in the agenda:<\/p>\n<ul>\n<li>\n    19\/00553 \u2013 Haselor Lane \u2013 replacement dwellinf<\/li>\n<li>\n    19\/00875 \u2013 Meadow View, Smokey Lane \u2013 change of use of land and stationing of log cabin<\/li>\n<li>\n    Lanesfield, Smokey Lane \u2013 stables and associated rooms for storage, tack, barn<\/li>\n<\/ul>\n<p>Cllrs would take a look and report back if they felt a meeting was needed<\/p>\n<p>Lengthy discussion took place with regard the number of access points at the two traveller sites, Evergreen and Seven Acres.  Also included was the fact that one site had been split in two, and a possibility that a third had now been created.  Cllr Rowley offered to get the two sites investigated to establish the situation with regead the access\u2019s and site lay-out<\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr King reported that:<\/li>\n<\/ol>\n<ul>\n<li>\n    Lawn Mower \u2013 this was still being investigated with a current free trial with a new mower<\/li>\n<li>\n    AGM \u2013 20<sup>th<\/sup> May 2019<\/li>\n<\/ul>\n<p><strong>2019\/10<\/strong><\/p>\n<ol>\n<li><strong>HIGHWAY MATTERS :<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Water leak Field Barn Lane \u2013 County Clly Eyre reported that this has been identified as a Severn Trent issue.  A s75 notice has been served on the adjacent property and a jetting order raised.  Tree roots had been removed from gullies.  One of the businesses in the industrial estate has had some<\/li>\n<\/ul>\n<p>work carried out, with a trench dug and a power cable laid, where they found water.  This is also being investigated<\/p>\n<ul>\n<li>\n    Footway rear of Sheppey Corner \u2013 a resident had written to the clerk with concerns that residents from the new houses were dumping grass cuttings over their back fence near the footpath.  This has been looked at and will be monitored.  Broken finger posts markers had not yet been repaired by WCC \u2013 the clerk would speak to the footpath warden to see if he could assist<\/li>\n<li>\n    Reflectors \u2013 Brook Lane \/ Field Barn Lane junctions \u2013 this is being looked into by WCC<\/li>\n<\/ul>\n<ol>\n<li><strong>COUNTY COUNCILLORS REPORT \u2013 <\/strong>This has been circulated to Cllrs and copy attached.<\/li>\n<\/ol>\n<ul>\n<li>\n    With regard traffic problems in Evesham, a suggestion was made that synchronised lights through the town centre and priority lights turning left over the bridge would go some way to relieving the congestion problems<\/li>\n<\/ul>\n<ol>\n<li><strong>DISTRICT COUNCILLOR<\/strong> \u2013 Copy attached<\/li>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; \u00a340 was paid as a contribution to weedkiller<\/li>\n<li>\n  New Home Bonus\/s106 \u2013 The clerk is meeting with WDC and a member of the PCC with regard their proposal for a toilet facility\/servery at the church.  No further decision will be made until this meeting has been held<\/li>\n<li>\n  Community Infrastructure Levy Fund \u2013 The grant (similar to s106 monies) needs to be recorded separately in the parish council accounts and an annual statement made listing any expenditure from the fund.  There have been no financial transactions to date and the statement was approved and signed by the Chairman.  The clerk would arrange for this to be sent to WDC .<\/li>\n<li>\n  Bus Service \u2013 Bus stops on the B408  are still being investigated.  There is a meeting of the Vale Transport Group on 22<sup>nd<\/sup> May.  Cllr Eyre reported that the Constitution Paper had been written and is due to be sent out shortly.<\/li>\n<li>\n  Speeding \u2013 Cllr Smythe asked for the recorded speed data from the VAS signs on the B4084.  The clerk would arrange this<\/li>\n<li>\n  Bollards Lower Croft \u2013 Not sue if this had been carried out.  The clerk would investigate<\/li>\n<li>\n  War Memorial \u2013 PH advised that further to his pre-grant approval application, photos needed to be taken to assess the full extent of any damage.<\/li>\n<li><strong>FINANCE  <\/strong><\/li>\n<li>\n  Payments made since the last meeting\/for authorisation<\/li>\n<\/ol>\n<p><strong>2019\/11<\/strong><\/p>\n<p><strong>Current account balance<\/strong>:<\/p>\n<p>(incl. unpresented cheques)\t\t\u00a39,262.11<\/p>\n<p><strong>Deposit account:\t\t\t<\/strong>\u00a35,018.72<\/p>\n<ol>\n<li>\n  2018\/19 Accounts \u2013 these had been circulated to all Cllrs and no issues were raised \u2013 proposed Cllr Segar<\/li>\n<\/ol>\n<p>Seconded Cllr Annis \u2013 all in favour of accepting as a true record of the parish council transactions<\/p>\n<ol>\n<li>\n   Asset Register \u2013 the clerk reported that the Asset Register still held the playground items a being parish council assets.  Cllr King had advised that the equipment had been \u2018gifted\/transferred\u2019 to the Village Hall Committee some years previous and that they should be removed from the register.  This was agreed by all<\/li>\n<li>\n  Youth Bus \u2013 the clerk reported that there was \u00a3250 in reserve for the Youth Bus.  Cllr Clive said that the bus still made regular visits and was well used by the children and that this payment should be made.  Proposed Cllr Segar, seconded Cllr King<\/li>\n<li><strong>AOB\/ ITEMS FOR DISCUSSION AT FUTURE MEETINGS<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li>\n    The clerk had been advised that there was a build up of garden debris on land adjacent to the stream.  We understand that the person responsible had been made aware of the potential flood risk, but this hadn\u2019t been removed.
