{"id":235,"date":"2020-08-16T16:06:12","date_gmt":"2020-08-16T15:06:12","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=235"},"modified":"2020-08-16T16:06:13","modified_gmt":"2020-08-16T15:06:13","slug":"minutes-march-2019","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-march-2019\/","title":{"rendered":"Minutes March 2019"},"content":{"rendered":"<p><a id=\"post-235-_Hlk503447942\"><\/a><strong>2019\/06<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday March 4th 2019 in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT:<\/strong><\/li>\n<\/ol>\n<p>Chairman B Annis\t\tCllr R Kelly<\/p>\n<p>Cllr W Clive \t\t\tCllr J King<\/p>\n<p>Cllr M Anderson\t\tClerk L Yapp<\/p>\n<p>District Cllr T Rowley\t\t 4 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong>  were received from Cllr S Smythe and R Segar<\/li>\n<li><strong>DECLARATIONS OF INTEREST \u2013 <\/strong>Cllr J King \u2013 Village Hall matters<\/li>\n<\/ol>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meetings were approved and signed \u2013 proposed Cllr Clive, seconded Cllr King \u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME:  <\/strong>Concerns raised:<\/li>\n<\/ol>\n<ul>\n<li>\n    Finger Post Way Markers at Sheppey Corner \u2013 have been removed.  The clerk to speak to the footpath warden<\/li>\n<li>\n    Sleeping Policemen \u2013 a request for sleeping policemen in Lower Croft to slow traffic \u2013 the clerk to speak to CC<\/li>\n<li>\n    Junction Brook Lane \/ B4084 (from Evesham to Pershore)\u2013 a request for a light (of some sort) at the junction to enable navigation of the junction \u2013 the clerk to speak to CC<\/li>\n<\/ul>\n<ol>\n<li><strong>PLANNING: <\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    1900247 \u2013 Greenacres, Brook Lane \u2013 Retrospective extension and refurbishment \u2013 there were no objections to this application<\/li>\n<li>\n    19\/00032 -The Pound, Main Street \u2013 Restoration, overhaul and repairs to windows \u2013 there were no objections to this application<\/li>\n<li>\n    Merrybrook, Field Barn Lane \u2013 with enforcements<\/li>\n<\/ul>\n<p>The clerk and Cllr Smythe would be attending the forthcoming Enforcement Summit at Wychavon<\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr King reported that:<\/li>\n<\/ol>\n<ul>\n<li>\n    RoSPA report 2018 \u2013 works had been carried out following comments raised in last years inspection<\/li>\n<li>\n    Lawn Mower \u2013 not cost effective to repair and options for replacement are being sourced<\/li>\n<\/ul>\n<ol>\n<li><strong>HIGHWAY MATTERS :<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Water leak Field Barn Lane \u2013 this has been reported to CC, and a response received that they have passed it over to Severn Trent.  The clerk would chase this with Severn Trent<\/li>\n<li>\n    Field Barn Lane \u2013 road surface sinking by the new Kendrick development.  Possibly due to sewers\/drainage.  The clerk would report in the first instance to CC<\/li>\n<\/ul>\n<ol>\n<li><strong>COUNTY COUNCILLORS REPORT \u2013 <\/strong>This has been circulated to Cllrs.<\/li>\n<li><strong>DISTRICT COUNCILLOR<\/strong> \u2013 Cllr Tony Rowley attended the meeting in the absence of Cllr Michelle English and was happy to address any queries we had<\/li>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; a request for the LM to attend to overhanging brambles at Bladwins Bank and debris in gutters from the village hall down Main Street<\/li>\n<\/ol>\n<p><strong>2019\/07<\/strong><\/p>\n<ol>\n<li>\n  New Home Bonus\/s106 \u2013 the clerk and Cllr King attended WDC and met with officers to discuss options for the NHB and s106 monies available to Cropthorne.  Despite a notice being placed in Five Alive, the only suggestions received were for toilet facilities at the church, a footpath in Field Barn Lane (ideally linking up Middle Lane and Blacksmiths Lane and improvements\/enhancement to The Sheppey.  The s106 had been specifically allocated to open space\/recreational facilities so would need to go to The Sheppey.  The NHB could be spent elsewhere:<\/li>\n<\/ol>\n<ul>\n<li>\n    Toilet facilities at the Church \u2013 we were advised that generally projects on churches were not well received, and if it were to be considered, they would be looking at the toilet facilities being made available to anyone\/everyone.<\/li>\n<li>\n    Footpath \u2013 Field Barn Lane \u2013 well received by WDC following a similar successful project in Bredon<\/li>\n<\/ul>\n<p>The parish council agreed that they would support further enquiries being made to CC to see if the footpath would be feasible and costings.  It may be that there would need to be some match funding or grant applications made from the new Community Legacy Grant.  The clerk would contact CC in the first instance.<\/p>\n<p>With regard the s106 money \u2013 a wish list had been drawn up for The Sheppey with some suggestions receiving support from WDC, and others not so popular.  There is no immediate rush to spend the s106 funds, so it was agreed that we wait until we hear back from CC with regard the footpath, to establish whether there would be any NHB monies to be added if the Field Barn Lane scheme was a non-starter.<\/p>\n<ol>\n<li>\n  Community Infrastructure Levy Fund- The clerk would establish if this could be incorporated into the Field Barn Lane footpath suggestion, or failing that, perhaps for the light at top of Brook Lane.  Another suggestion was for a hard standing on the B4084 to enable bus passengers to stand safely off the B4084 when waiting for the bus \u2013 currently having to stand in a raised verge in long grass.  The clerk would contact CC in the first instance<\/li>\n<li>\n  Bus Service \u2013 The clerk advised that enquiries are being made to see if the Hopper (currently taking in other villages) could include Fladbury, Cropthorne and Charlton.<\/li>\n<li>\n  Speeding \u2013 Cllr Eyre advised that \u2018pedestrian in road\u2019 signs had been ordered<\/li>\n<li>\n  Bollards Lower Croft \u2013 the clerk will confirm that the bollards are required outside 23 and 24 Lower Croft<\/li>\n<li>\n  War Memorial \u2013 a pre-grant application is being put forward and approved  in principal but there were some varying recommendations which would need to be taken back to the stonemason for further quoting.
