{"id":228,"date":"2020-08-16T16:03:13","date_gmt":"2020-08-16T15:03:13","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=228"},"modified":"2020-08-16T16:12:03","modified_gmt":"2020-08-16T15:12:03","slug":"minutes-november-2018","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-november-2018\/","title":{"rendered":"Minutes November 2018"},"content":{"rendered":"<p><a id=\"post-228-_Hlk503447942\"><\/a><strong>2018\/18<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday November 5th 2018 in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT:<\/strong><\/li>\n<\/ol>\n<p>Cllr B Annis\t\t\tCllr R Segar\tCllr R Kelly<\/p>\n<p>Vice Chairman S Smythe\tCllr W Clive \tCllr J King<\/p>\n<p>Cllr M Anderson\t\tClerk L Yapp\tCounty Cllr E Eyre<\/p>\n<p>6 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong> \u2013 None were received<\/li>\n<li><strong>DECLARATIONS OF INTEREST \u2013 <\/strong>Cllr J King \u2013 Village Hall matters<\/li>\n<\/ol>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meetings were approved and signed \u2013 proposed Cllr Segar, seconded Cllr Clive \u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME:  <\/strong>The following issues were recorded:<\/li>\n<li>\n  Speeding Traffic Church Leys\/Neigh Lane \u2013 further concerns raised and a suggestion made that a sign warning drivers that pedestrians are on the road would help.  The clerk would contact CC to see if this is something they could arrange for us.  A further suggestion that a community speed watch scheme could be introduced \u2013 the clerk advised that Fladbury Parish Council are hoping to introduce this in the New Year and would obtain contact details.<\/li>\n<li>\n  A complaint was made with regard the rubbish that was left in and around the car park and playing field following a recent party \u2013 Cllr King advised that the inside of the hall was also left in a poor state and that action had been taken to ensure this would not happen again<\/li>\n<li>\n  Quad bike \u2013 further complaints regarding the quad bike causing a disturbance around the village.  Cllr King would pass the concerns raised onto the police<\/li>\n<li>\n  30mph roundels \u2013 a request for these to painted in Brook Lane, Neigh Lane and Church Leys \u2013 the clerk would liaise with WDC to see if the Community Infrastructure Levy Grand could be sued to purchase these<\/li>\n<li><strong>PLANNING:<\/strong><\/li>\n<\/ol>\n<p>c)  18\/01582 \u2013 Oakleigh, Blacksmiths Lane \u2013 Replace existing polycarbonate roof with thermally efficient solid roof \u2013 <em>approved by WDC<\/em><\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr King reported that:<\/li>\n<\/ol>\n<ul>\n<li>\n    the vandalism at the hall during the summer was still an unresolved matter for one of the youths involved<\/li>\n<li>\n    The heating had been repaired<\/li>\n<li>\n    Annual firework display which took place on  4<sup>th<\/sup> November had been well attended<\/li>\n<li>\n    A complaint was made with regard the number of youths\/cars on the car park until the early hours of the morning was causing a disturbance with loud music, to neighbours.  Again, this would be passed to the local police for action<\/li>\n<\/ul>\n<ol>\n<li><strong>HIGHWAY MATTERS \u2013 <\/strong>It was suggested that the clerk send an email to residents asking them to assist with the reporting of highway\/drainage issues<\/li>\n<li><strong>DISTRICT COUNCILLORS REPORT \u2013 <\/strong>copy attached<\/li>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; the LM was asked to ensure drains are cleared of leaves in Brook Lane and that there are no excessive build up of leaves on the footway which could cause a problem for pedestrians.  A report<\/li>\n<\/ol>\n<p><strong>2018\/18<\/strong><\/p>\n<p>had been made to CC to clear the footpath leading to Clive\u2019s Farm Shop \u2013 this seems to have been done but there is a fallen tree blocking part of the path.  The clerk would ask the LM to check this out<\/p>\n<ol>\n<li>\n  New Home Bonus\/s106\/Community Infrastructure Levy Fund \u2013 Suggestions had been received from the VH committee for improvements to be made to the \u2018walkway\u2019 round the Sheppey, and for \u2018matting\u2019 to create a parking surface, as well as an option for a zip-wire\u2019.  Cllr would obtain quotes for these before referring back to WDC to see if these would be considered suitable options for the s106 monies.<\/li>\n<li>\n  Speeding in Brook Lane\/Neigh Lane \u2013 already covered<\/li>\n<li>\n  Bus Service \u2013 A suggestion was made to see if there was a possibility of one of the local major supermarkets laying on a bus, on a specific morning\/afternoon of the week, to do a supermarket\/shopping trip for residents.  This could also take in Fladbury and Charlton.  In the first instance the clerk would speak to the other parish councils to gauge interest before contacting the supermarkets.  Further consultation with residents would follow, with some sort of commitment from them to support the scheme<\/li>\n<li>\n  Holland House \u2013 parking \u2013 this is still an ongoing despite thoughts that the situation had improved.
