{"id":226,"date":"2020-08-16T16:02:25","date_gmt":"2020-08-16T15:02:25","guid":{"rendered":"https:\/\/cropthorneparishcouncil.co.uk\/?p=226"},"modified":"2020-08-16T16:14:25","modified_gmt":"2020-08-16T15:14:25","slug":"minutes-october-2019","status":"publish","type":"post","link":"https:\/\/cropthorneparishcouncil.co.uk\/index.php\/minutes-october-2019\/","title":{"rendered":"Minutes October 2018"},"content":{"rendered":"<p><a id=\"post-226-_Hlk503447942\"><\/a><strong>2018\/17<\/strong><\/p>\n<p><strong>Minutes from a meeting of Cropthorne Parish Council held on Monday October 1st 2018 in the Village Hall at 7pm<\/strong><\/p>\n<ol>\n<li><strong>PRESENT:<\/strong><\/li>\n<\/ol>\n<p>Cllr B Annis\t\t\tCllr R Segar\tCllr R Kelly<\/p>\n<p>Vice Chairman S Smythe\tCllr W Clive \tCllr J King<\/p>\n<p>Cllr M Anderson\t\tClerk L Yapp<\/p>\n<p>5 members of the public<\/p>\n<ol>\n<li><strong>APOLOGIES<\/strong> \u2013 County Cllr E Eyre<\/li>\n<li><strong>DECLARATIONS OF INTEREST \u2013 <\/strong>Cllr J King \u2013 Village Hall matters<\/li>\n<\/ol>\n<ol>\n<li><strong>APPROVAL OF MINUTES <em>\u2013<\/em><\/strong> Minutes from previous meetings were approved and signed \u2013 proposed Cllr Smythe, seconded Cllr Segar \u2013 all in favour<\/li>\n<li><strong>PARISHIONERS QUESTION TIME:  <\/strong>The following issues were recorded:<\/li>\n<li>\n  Parking Main Street \u2013 the clerk had been in touch with one resident, who advised that the main problem was with visitors to Holland House, not using their own car park.  It was agreed that Cllr Annis and the clerk go and see the Manager of Holland House<\/li>\n<li>\n  Thanks were received from one resident following the action taken by the parish council and the fallen tree at Baldwins Bank <em>\u2013 an \u2018emergency\u2019 decision had to be made with regard the removal of a dangerous tree \u2013 costs were split between the parish council and resident<\/em><\/li>\n<li>\n  Bollards \u2013 Lower Croft \u2013 Cllr King advised that she would meet with Rooftop Housing regarding additional bollards on the green to stop the parking<\/li>\n<li>\n  Land, Brook Lane \u2013 the clerk was asked to write again to the landowner re clearing back overgrowth<\/li>\n<li>\n  Overgrown hedge in Middle Lane had been cut back<\/li>\n<li>\n  War Memorial \u2013 it was reported to the parish council that the War Memorial was starting to show sign of wear.  The clerk would arrange for survey to be carried by a couple of stone masons in the first instance.<\/li>\n<li>\n  Overgrowth at Footpath 508, Brook Lane to B4084 \u2013 a request that the footpath be cleared to enable residents safe access to the newly opened Clives Farm Shop \u2013 the clerk would report to WCC<\/li>\n<li><strong>PLANNING:<\/strong><\/li>\n<\/ol>\n<p>c)  18\/01582 \u2013 Oakleigh, Blacksmiths Lane \u2013 Replace existing polycarbonate roof with thermally efficient solid roof \u2013 <em>awaiting decision by WDC<\/em><\/p>\n<ol>\n<li><strong>VILLAGE HALL<\/strong> \u2013 Cllr King advised that some monies had been received following the vandalism at the village hall.  Discussion was continuing with regard the remainder.<\/li>\n<li><strong>HIGHWAY MATTERS<\/strong><\/li>\n<\/ol>\n<ul>\n<li>\n    Field Barn Lane Verges \u2013 The clerk was asked to chase CC  with regard \u2018formal\u2019 passing places   <em>&#8211; the clerk has since been advised that a request for works has been made but no timescale available<\/em><\/li>\n<li>\n    Parking, Blacksmith Lane \u2013 the situation has improved slightly, and would be monitored<\/li>\n<\/ul>\n<ol>\n<li><strong>DISTRICT COUNCILLORS REPORT \u2013 <\/strong>nothing to report<\/li>\n<li><strong>MATTERS ARISING:<\/strong><\/li>\n<li>\n  Lengthsman  &#8211; nothing to report<\/li>\n<li>\n  New Home Bonus\/Community Infrastructure Levy Fund \u2013 The clerk advised that in addition to just under \u00a328,000 NHB, we had been allocated \u00a32,550 Community Infrastructure Levy Neighbourhood Fund and s106 monies.  There are specific criteria for each allocation, and the clerk would seek advice from WDC with regard options.  With regard s106 monies, it needs to be spent on the Sheppey Playing Field \u2013 and<\/li>\n<\/ol>\n<p><strong>2018\/17<\/strong><\/p>\n<p>not on maintenance or replacing old equipment.  Suggestions made were for a running track, or zip-wire.  The clerk would make enquiries with regard costs, as well as taking advice from WDC<\/p>\n<ol>\n<li>\n  Speeding in Brook Lane\/Neigh Lane \u2013 Cllr Eyre had provided information that suggested there had been no accidents\/injuries in Brook Lane or Neigh Lane. To be monitored<\/li>\n<li>\n  Bus Service \u2013 The clerk had investigated community transport options and found that Pershore Volunteers offer community transport.  It was suggested that although there was an option for local villages to \u2018join forces\u2019, the responsibility and costs would need to be difficult to manage i.e. who would pay for the service if no-one turned up.  It was decided that for now, residents should be encouraged to get together and share a taxi.  It is hoped that there may be more options available to the villages shortly.<\/li>\n<li>\n  Kennel Bank \u2013 road works on the re-surfacing have been promised by WCC for October 8<sup>th<\/sup><\/li>\n<li><strong>FINANCE  <\/strong><\/li>\n<li>\n  Payments made since the last meeting\/for authorisation<\/li>\n<\/ol>\n<p>(b)  <strong>Current account balance<\/strong>:<\/p>\n<p>(incl. unpresented cheques)\t\t\u00a36,692.33<\/p>\n<p><strong>Deposit account:\t\t\t<\/strong>\u00a35,017.05<\/p>\n<ol>\n<li><strong>TREES BALDWINS BANK<\/strong>  &#8211;  Emergency work was necessary following damage to a tree following high winds.  Due to the severity of any impact any further damage would have on neighbouring properties, the clerk made arrangements for a recognised tree surgeon to carry out works following consultation with the chairman and vice chairman.  This was carried out at a cost of \u00a3945 \u2013 half of which was paid for by adjacent property owner<\/li>\n<li><strong>AOB\/ ITEMS FOR DISCUSSION AT FUTURE MEETINGS<\/strong>:<\/li>\n<\/ol>\n<ul>\n<li>\n    Quad Bikes in Village \u2013 still an ongoing issue.
