Crump,\u00a0 County Cllr Eyre.\u00a0 Clerk : Richard Timney\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>APOLOGIES:\u00a0 <\/strong>Chairman B Annis , County Cllr Liz Eyre.\u00a0<\/li>\n<\/ol>\n\n\n\n<p><strong>DECLARATIONS OF INTEREST:&nbsp; <\/strong>Cllr Smythe on planning items and Cllrs Hall and King on Village Hall matters.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>APPROVAL OF MINUTES <\/strong>from meetingMonday 4<sup>th<\/sup> November 2024<\/li>\n<\/ul>\n\n\n\n<p>Proposed Cllr Hall, Seconded Cllr Clive. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Approved<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>COUNTY COUNCILLOR \/ DISTRICT COUNCILLOR REPORTS<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Cllr Crump raised issues relating to local government reorganisation.<\/p>\n\n\n\n<p><strong>4<\/strong>.&nbsp;&nbsp;&nbsp; <strong>PLANNING<\/strong>:&nbsp;&nbsp;<\/p>\n\n\n\n<ol style=\"list-style-type:lower-alpha\" class=\"wp-block-list\">\n<li><strong>W\/24\/01006\/HP<\/strong>.\u00a0 APPROVAL of replacement landing stage as approved by Environment Agency Location: The Cliffs, Brook Lane, Cropthorne, Pershore, WR10 3JY <strong>NOTED<\/strong><\/li>\n\n\n\n<li><strong>W\/24\/02418\/NMA. <\/strong>\u00a0Officer response to Bank Top, Non-Material Amendments enquiry.\u00a0 This will potentially return for consideration as a full application.<\/li>\n\n\n\n<li><strong>W\/24\/01886\/FUL<\/strong> &#8211; \u00a0REFUSAL of application at Crown Castle Site, Blacksmiths Lane, WR10 3LX\u00a0 <strong>NOTED<\/strong><\/li>\n\n\n\n<li><strong>APP\/H1840\/W\/24\/3347185<\/strong> \u00a0Appeal REFUSED for land off Middle Lane WR10 3LZ\u00a0<strong>NOTED<\/strong><\/li>\n\n\n\n<li><strong>W\/24\/02010\/HP <\/strong>\u2013 APPROVAL 10 Croft Cottages, Field Barn Lane WR10 3LY\u00a0\u00a0<strong>NOTED<\/strong><\/li>\n\n\n\n<li><strong>W\/24\/02263\/FUL<\/strong> \u00a0Land North Of, Blacksmiths Lane, Cropthorne Description of Proposal: Erection of 4 dwellings and access. <strong>Cllrs resolved to comment<\/strong> on the application raising the dorma nature of the plans and that the scale of the buildings is larger than the original application.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/li>\n<\/ol>\n\n\n\n<p><strong>5<\/strong>.&nbsp;&nbsp; <strong>HIGHWAY MATTERS (TO INCLUDE FLOODING)<\/strong><\/p>\n\n\n\n<p><strong>Brook Lane flooding in heavy rain.&nbsp; <\/strong>Cllr Styan suggested that the flooding could be reduced by the installation of an additional road gulley at the top of the road and potentially an additional \u201cgrip\u201d at the lower point.&nbsp; Clerk to contact Barry Barnes at the County Council Highways Department to arrange a site meeting to discuss.<\/p>\n\n\n\n<p><strong>Field Barn Lane<\/strong>.&nbsp; Reports of elderly lady walking (with a frame) along the lane during the rest of the village being flooded.&nbsp; This caused a large back log of vehicles behind her.&nbsp;&nbsp; Illustrating the difficulties of the lane for pedestrians at present.<\/p>\n\n\n\n<p><strong>6. &nbsp;&nbsp; BALDWINS BANK TREE MANAGEMENT.&nbsp;&nbsp; <\/strong>Councillors to visit the site and report back.<\/p>\n\n\n\n<p><strong>7. &nbsp;&nbsp; COUNTY AND DISTRICT COUNCILLOR REPORTS<\/strong><\/p>\n\n\n\n<p>Cllr Crump reported on democratic changes being proposed.&nbsp; These could see the end of District Councils and the enhancement of the County Council function along with a regional Mayor.<\/p>\n\n\n\n<p><strong>2023\/38<\/strong><\/p>\n\n\n\n<p><strong>8.&nbsp;&nbsp;&nbsp; PROGRESS REPORTS\/UPDATES<\/strong><\/p>\n\n\n\n<p>Cllrs considered correspondence from ST about VAS, Dog Foul waste and parking near the school blocking pavements and properties.<\/p>\n\n\n\n<p>Cllrs considered resident concerns about Rooftop Housing lorry deliveries blocking access and churning up grass verges.&nbsp; Responses are awaited from Rooftop Housing to earlier enquiries.<\/p>\n\n\n\n<p>Cllrs notes that the new VAS signs were working well and the new solar power packs were fitted and working well.<\/p>\n\n\n\n<p><strong>9.
