Minutes for Cropthorne Parish Council meeting held on Tues 21st January 2025

Present: Cllr W Clive, Cllr Hall,  Cllr Smythe, Cllr Styan, Cllr J. King  District Cllr A. Crump,  County Cllr Eyre.  Clerk : Richard Timney

  • COUNTY COUNCILLOR / DISTRICT COUNCILLOR REPORTS

Cllr Crump raised issues relating to local government reorganisation.

4.    PLANNING:  

  1. W/24/01006/HP.  APPROVAL of replacement landing stage as approved by Environment Agency Location: The Cliffs, Brook Lane, Cropthorne, Pershore, WR10 3JY NOTED
  2. W/24/02418/NMA.  Officer response to Bank Top, Non-Material Amendments enquiry.  This will potentially return for consideration as a full application.
  3. W/24/01886/FUL –  REFUSAL of application at Crown Castle Site, Blacksmiths Lane, WR10 3LX  NOTED
  4. APP/H1840/W/24/3347185  Appeal REFUSED for land off Middle Lane WR10 3LZ NOTED
  5. W/24/02010/HP – APPROVAL 10 Croft Cottages, Field Barn Lane WR10 3LY  NOTED
  6. W/24/02263/FUL  Land North Of, Blacksmiths Lane, Cropthorne Description of Proposal: Erection of 4 dwellings and access. Cllrs resolved to comment on the application raising the dorma nature of the plans and that the scale of the buildings is larger than the original application.           

5.   HIGHWAY MATTERS (TO INCLUDE FLOODING)

Brook Lane flooding in heavy rain.  Cllr Styan suggested that the flooding could be reduced by the installation of an additional road gulley at the top of the road and potentially an additional “grip” at the lower point.  Clerk to contact Barry Barnes at the County Council Highways Department to arrange a site meeting to discuss.

Field Barn Lane.  Reports of elderly lady walking (with a frame) along the lane during the rest of the village being flooded.  This caused a large back log of vehicles behind her.   Illustrating the difficulties of the lane for pedestrians at present.

6.    BALDWINS BANK TREE MANAGEMENT.   Councillors to visit the site and report back.

7.    COUNTY AND DISTRICT COUNCILLOR REPORTS

Cllr Crump reported on democratic changes being proposed.  These could see the end of District Councils and the enhancement of the County Council function along with a regional Mayor.

8.    PROGRESS REPORTS/UPDATES

Cllrs considered correspondence from ST about VAS, Dog Foul waste and parking near the school blocking pavements and properties.

Cllrs considered resident concerns about Rooftop Housing lorry deliveries blocking access and churning up grass verges.  Responses are awaited from Rooftop Housing to earlier enquiries.

Cllrs notes that the new VAS signs were working well and the new solar power packs were fitted and working well.

  • Consider backdated 63p/hr increase for Clerk’s salary.  Approved
  • To consider and set the Budget Plan and Precept Request for 2025 – 26.  Cllrs approved a budget matching the budget for 2024/25. Approved             

10.  VILLAGE HALL –  Report from Cllr Hall.   The village hall has had its solar panels inspected and they have been found to be in good condition.  The village hall will be seeking a Christmas Tree for their grounds in the Autumn. Noted

11.   ITEMS FOR FUTURE DISCUSSION / AGENDAS

Purchase of litter bins for the village – one at Middle Lane Footpath junction and one at the layby on the B4084 next to the New Inn.

Planning Presentation of mitigating measures by potential housing developers along Middle Lane and Field Barn Lane
