1. APOLOGIES – Cllr Smythe, DECLARATIONS OF INTEREST – Cllr Hall and King serve on the VH. Cllr Smythe has an interest in W/25/01768/OUT.
2. COOPTION of Cllr to Replace Cllr Annis. Peter Osborne was approved as the new coopted Parish Councillor. APPROVED
3. MINUTES from meeting Monday 25th June 2026. APPROVED
The meeting closed to allow parishioners to address councillors.
Issues raised included: Local planning concerns. Could the precept be raised to support the growing maintenance/replacement cost of the VH Play Area and Tree House? Sheppy Corner to Middle Lane footpath overgrown by brambles again. Is it safe to swim in the River? New grasscrete surfaces put in along Field Barn Lane are very poorly done.
4. Speeding on Main Road.
VAS Speeding statistics presented to the PC from the B4084 showing that 30 cars a day were in excess of at least 10mph over the speed limit.
County Cllr Emma Kearsey offered to provide funding for a new VAS sign on the B4048 and to keep up requests for extending the 40mph zone.
5. Councillor E mail addresses.
A dedicated council e mail address is to be created for the Chair. Other Councillors declined the offer of their own “council” e mail address for the time being. APPROVED
6. Councillor Training – Chair’s training at £40 in October. APPROVED
7. PROGRESS REPORTS / UPDATES from District and County Cllrs.
Cllr Kearsey offered more action on speeding on the B4084 and matters relating to CC Highways Department’s planning scrutiny – which she found unsatisfactory.
Cllr Crump submitted a report raising issues of planning and housing development, measles outbreaks, local government reorganisation and the Wychavon Growth Fund for small businesses.
8. PLANNING
a) W/25/01768/OUT Land At (Os 0016 4458) Field Barn Lane Cropthorne. Comments on the additional information supplied were drafted by Cllr Styan. These included: Ongoing concerns about road safety, shared pedestrian and traffic spaces, inadequate traffic surveys and crashes at the junction of Field Barn Lane and the B4084. APPROVED
b) W26/01147/CCO Discharge of conditions in Blacksmiths Lane Development. Comments on this matter were proposed by Cllr Styan including: That construction traffic should avoid school journey periods and that NO excess surface water from the development should go into the mains sewerage system. APPROVED
c) W/25/02460/FUL Land At (Os 9999 4454), Field Barn Lane. Erection of 9no. detached dwellings and associated works approval by WDC. The approval was noted with concerns were raised about the process to grant this application and a complaint has been made.

9. FINANCIAL MATTERS
a) Lengthsman Rate and Budget. LM rate approved at £20 per hour for 10 hours per month. Meaning the LM’s work would be covered by the County Allocation of funds for this matter. Any works over and above the County Agreement would be paid for by the Parish Council from its own funds. APPROVED
b) Submission of Section 106 funding bid for Tree House. £7040 remains to be allocated for spending on outdoor facilities in the Parish. The PC is going to apply for these funds to build a new tree house for the village hall to manage. The vh will approach The Cropthorne Walkabout for further support if needed. APPROVED
