Minutes from a meeting of Cropthorne Parish Council held on Monday 3rd February 2020 in the Village Hall at 7pm

  2. DECLARATIONS OF INTEREST:

  1. APPROVAL OF MINUTES Minutes from previous meeting were approved and signed – proposed Cllr Clive, seconded Cllr King– all in favour
  2. PARISHIONERS QUESTION TIME – Points raised:
  • Surface water Neigh Lane – to investigate re-instatement of ditch
  • Brambles Middle Lane & Field Barn Lane
  • Grips Brook Lane
  • ‘Boy Racer’ / exhaust backfiring

It was agreed that Cllr Clive would take over the ‘responsibility’ of the lengthsman, and to liaise with his

priorities.

  1. PLANNING/ENFORCEMENTS:
  • Field Barn Lane Caravan Park (19/00991), erection of dwelling – Appeal lodged
  • 19/02484 – Midcott, Middle Lane – proposed new dwelling – refused by WDC
  • 19/02710 – Kimberleys Field – Change of use to mixed use for storage and maintenance of fairground equipment and stalls and the stationing of caravans for residential purposes – awaiting decision by WDC
  1. VILLAGE HALL – Cllr Kings reported that while reviewing Village Hall T & C’s, there was a query with the ‘location code’ of the defibrillator. The clerk advised that there was a new ‘national’ system where the location code was no longer in use. It was agreed that another email be sent to residents of the access code, where the two defibrillators were situated and an invitation to attend CPRE / Defib training/familiarisation to anyone that was interested
  2. HIGHWAY MATTERS :
  • Bus Stop B4084 – Cllr Annis advised he would speak to owner of property at junction of Smokey Lane / B4084 with regard acquiring a corner for a bus stop to be installed
  • Overgrown hedge – junctions Brook Lane / B4084 – Cllr Annis advised he would speak to property owners both sides of the junction of Brook Lane / B4084 regarding the cutting back of hedgerow to improve visibility and footway
  • Road closure in Blacksmiths Lane scheduled for 9th March 2020
  1. COUNTY COUNCILLORS REPORT – Nothing to report. Cllr Rowley advised he would speak to anyone with concerns with the planning application at Kimberleys Field
  2. DISTRICT COUNCILLOR – Cllr Rowley reported:
  • SWDP – some 10,000 representations were received following the last consultation and will take some time to work through. Once these have been considered, it is likely that a further consultation will be carried out later in the year

2020/05

  • Minerals Consultation – 2 open meetings were held in January, with residents from Charlton, Cropthorne, Wick and Fladbury in attendance. A meeting is to be held with the local MP before a further meeting of the steering group mid-February, to discuss a way forward
  1. MATTERS ARISING:
  2. Lengthsman – already covered above
  3. New Home Bonus – The application for funds for toilets / servery was refused at the last Localism Committee meeting, despite support form the District Cllr. A suggestion was made that if evidence of use of the church as a place for regular events could be provided, this could be re-considered. The results of a survey / questionnaire that was carried out in 2013 was presented to Cllrs which proved support for the church as an alternative venue. The clerk and churchwarden have a meeting with WDC mid-February to establish a way forward.
  4. s106 – An application for funds to improve the pathway round The Sheppey and for ‘matting’ to enlarge the parking facilities was approved by WDC. Cllr King advised that the ‘matting’ area would not be carried out until after the Walkabout
  5. Community Infrastructure Levy Fund – no further action pending the outcome of the NHB consultation as this fund could be used with any infrastructure scheme. The clerk had informed the County Cllr of the concerns raised by residents in Neigh Lane and Church Leys and the feasibility of improved visibility on the bend in Neigh Lane
  6. Speeding :
  • Community Speed Watch – Cropthorne has been accepted onto the scheme. The clerk asked for volunteers to take part with the training, both at the meeting and via email. The clerk would send out another email seeking volunteers. So far, we have four parishioners keen to get involved with a requirement of at least ten needed. A new request would be sent out.
  1. Bollards Lower Croft – The clerk reported that there was a new officer at Rooftop and he was very keen to resolve ongoing issues but had advised there was a back log
  2. War Memorial – Pots had been moved to enable photographic evidence to be taken
  3. Replacement Benches – The new bench had arrived and soon to be installed
  4. Minerals Consultation – Covered under District Cllr Report above
  5. FINANCE
