Minutes from a meeting of Cropthorne Parish Council held on Monday February 5th 2018 in the Village Hall at 7pm

- APOLOGIES – Cllrs King and Smythe, County Cllr L Eyre and District Cllr M English
- DECLARATIONS OF INTEREST – None declared
- Co-Option – no interest has been shown. Notification has been placed in the notice board and the website
- APPROVAL OF MINUTES – Minutes from previous meetings were approved and signed – proposed Cllr Clive, seconded Cllr Kelly – all in favour
PARISHIONERS QUESTION TIME:
- The clerk was asked to put pressure on CC re the handrail at Baldwins Bank, as a parishioner had recently had a fall. Action Clerk
- Field Barn Lane verges (Kendricks) – reports were made regarding the horrendous conditions outside the Kendricks development. Children and parents with prams and pushchairs are forced in to the middle of the road. The clerk would ask County Cllr Eyre to take this up with CC and Kendricks . Alos the ditch opposite the site has collapsed Action Clerk
- Bus Stops – clarification is sought as to where the bus stops in Cropthorne – it is understood that there are some, that buses don’t stop at, and others that are not commonly known. Action Clerk
- Foul Sewerage, Brook Lane – it was recorded that one resident in Brook Lane was recently subjected to foul sewerage finding it’s way through the surface water drains into her garden. The clerk was asked to request a drain survey be carried out by Seven Trent Action Clerk
- Footway bottom of Main Street – the clerk advised that the footway had been recently been re-inspected and awaiting feedback from CC
- PLANNING:
a) 17/01901 – Land between Pentalow and Berrycroft, Blacksmsiths Lane Amendments – Awaiting decision by WDC. Cllr Eyre has advised that the enforcement issue has been dealt with and the fence removed
b) 17/01908 – Severn Acres, Main Road – Erection of utility black and siting of two static caravans – Approved by WDC
c) 17/02536 – Midcott, Middle Lane – Proposed single storey extension to provide kitchen. Demolition of single storey lean to and replacement with smaller single storey side extension – awaiting decision by WDC
d) 17/02576 – Kimberleys Field, Field Barn Lane – altered access and track, gates, pillars and bund – Awaiting decision by WDC
e) 18/00158 – Evesham Vale Caravan Park – demolition of three storage shed barns and erection of one replacement – although this falls within Charlton, part is over the boundary into Cropthorne. There were no objections
Miscellaneous Planning Concerns: –
- Stricklands – Living accommodation issues – Cllr Eyre had advise that there was no one living in the mobile homes, therefore no action to be taken
- Severn Acres – second access – With enforcement officer
2018/05
- Evergreen, Main Road – the parish council were made aware of a section of hedgerow that had been removed from the front of the site. This would be reported to WDC enforcements.
- VILLAGE HALL – Nothing to report
- HIGHWAY MATTERS
- Smokey Lane – further photos had been received by the clerk and sent to CC
- Land adjacent to Jubilee Bridge – Chairman and lengthsman had inspected the site and it was agreed that a security fence be placed around the land. The LM had quoted £200 for materials and labour. This was agreed by the parish council. Also a DANGER – KEEP OUT sign is to be put on the fencing
- COUNTY /DISTRICT COUNCILLORS REPORT – County Cllrs report has been incorporated in items above
- MATTERS ARISING:
- Lengthsman – The clerk had checked with CC regarding H & S issues with the LM. The clerk has handed him guidance from CC for working alone, use of ladders and step ladders and their own guidance notes. He has attended all the relevant courses requested by CC. Porposed Cllr Clive, seconded Cllr Kelly. All in favour. The clerk is just waiting for confirmation from CC that there is nothing further the parish council needs to do.
- New Home Bonus – Approx. £21,000 available to be spend on a LARGE community project.
- Traveller Site Consultation – still awaited
- Speeding – B4084 – Most white gates had been fitted. Posts for the VAS are scheduled to be fitted by middle of March
- Parish Councils Chairmans Meeting – Following a meeting at the end of January, a draft letter has been sent for commenting to those present. Once this has been finalised it will be sent to all County and District Cllrs, Head of WDC and CC, planning and enforcements. A further meeting is scheduled for middle of March
- FINANCE
- Approval of payments made/to be made since last meeting, as listed below
- ANY OTHER BUSINESS/ FOR DISCUSSION AT FUTURE MEETING
- A request had been made for funds from NHB for a new lawnmower for the churchyard. The parish council are not in a financial position to make any form of contribution and Wychavon have advised they will only consider a large community project for further spending rather than smaller ones
