Minutes from a meeting of Cropthorne Parish Council held on Monday 2nd March 2020 in the Village Hall at 7pm

  2. DECLARATIONS OF INTEREST:

  1. APPROVAL OF MINUTES – Minutes from previous meeting were approved and signed – proposed Cllr Clive, seconded Cllr Rowell – all in favour
  2. PARISHIONERS QUESTION TIME – Nothing raised
  3. PLANNING/ENFORCEMENTS:
  • Field Barn Lane Caravan Park (19/00991), erection of dwelling – Appeal lodged
  • 19/02484 – Midcott, Middle Lane – proposed new dwelling – refused by WDC
  • 19/02710 – Kimberleys Field – Change of use to mixed use for storage and maintenance of fairground equipment and stalls and the stationing of caravans for residential purposes – awaiting decision by WDC
  • 20/00389 – Corehill Far, Blacksmiths Lane – Applic. For prior notification for a proposed agricultural building to store machinery, tools and equipment – this application was received by the parish council for it to be a formal agenda item, but due to the nature of the type of application it was agreed that there were no objections
  1. VILLAGE HALL – Cllr Kings advised that there was little to report on other than a forthcoming Murder Mystery event with any funds raised to be donated to local charity – further details to follow.
  2. HIGHWAY MATTERS :
  • Bus Stop B4084 – Cllr Annis advised he would speak to owner of property at junction of Smokey Lane / B4084 with regard acquiring a corner for a bus stop / hard standing to be installed since the meeting Cllr Annis has been in contact with the landowner and there were no objections and there did appear to be some space. The clerk would refer this to WCC in the first instance
  • Blacksmiths Lane Flooding – the clerk had reported to WCC on the hub and also direct to the Engineer responsible for flooding, the issues in Blacksmiths Lane – photographs had also been sent. However it was pointed out the a large number of officers had been working round the clock with the more serious flooding areas in the County, and due to the number of additional hours they had put in, had been forced to take ‘leave’. As a result some of the ‘less serious’ issues may well take a little longer to be looked into
  1. COUNTY COUNCILLORS REPORT – Cllr Eyre reported:
  • Demands on CC staff members during the recent widespread flooding throughout the County had necessitated regular staff rotation
  • Worcestershire joins 8 other projects around the County to receive Government backing for 5G trials
  • A £200,000 cash injection had been announced to get more people on buses with suggestions of work on an arrangement for Cropthorne, Fladbury and Cropthorne.
  • Norton Parkway is now operational with services to London Paddington, Cardiff and Bristol

2020/07

  • Pinvin traffic scheme was progressing well
  • WCC have held preliminary discussions with First Bus regarding electric buses
  • £5,000,000 funding had been announced to help traffic congestion in Worcestershire
  • Traffic Calming is being investigated for Neigh Lane
  • Road closure scheduled for 25th May has been put back so as not to impact on Cropthorne Walkabout
  1. DISTRICT COUNCILLOR – Cllr Rowley reported:
  • SWDP – Nothing further to report on this at the moment
  • Minerals Local Plan – A datew had been set for the Examination in Public for 5th – 7th May, with another date for 1st June if this over runs. All parishes in the Fladbury were involved, and there are 2 phases, with an enquiry into the Minerals Local Plan and a possible separate issue being site specific if the Charlton site proceeds. The clerk reported that she was acting as the ‘secretarial administrator’ in taking minutes, sending emails etc for the group representing the parish councils. There will be administration costs involved in the printing of fliers and leaflets, setting up a specific website and secretarial time. It was agreed that we would allocate £500 towards the initial costs with further discussion for further contributions if and when needed, proposed Cllr Rowell, seconded Cllr King – all in favour.
  1. MATTERS ARISING:
  2. Lengthsman – Cllr Clive had been working with the LM. It was mentioned that when trying to pull out of Middle Lane onto Main Street, vision was restricted because of the hedge being overgrown on the left hand side. This would be looked into
  3. New Home Bonus – The clerk and Peter Harris (St Michaels Church ) are meeting with WDC on 3rd March to discuss the decision made by the NHB committee
  4. s106 – An application has been made to WDC for them to release funds to enable us to go ahead and ‘order’ the works
  5. Community Infrastructure Levy Fund – nothing to report but Cllr Eyre is looking at possible traffic calming at Neigh Lane / Church Leys
  6. Speeding :
  • Community Speed Watch – Following a second email request for volunteers there had been no interest shown. The clerk would put a notice in Five Alive and Cllr Eyre would circulate it on Facebook
  1. Bollards Lower Croft – Scheduled for 20th March
  2. War Memorial – Nothing further to report
  3. Replacement Benches – Now installed
  4. Minerals Consultation – Covered under District Cllr Report above
  5. FINANCE

2020/08

  1. AOB/ ITEMS FOR DISCUSSION AT FUTURE MEETINGS:
  • A request had been made for a further dog waste bin which Cllr Eyre said she would fund if the cost was reasonable. The clerk to investigate
  • It was reported that the X50 periodically pulls into the lay-by at The New Inn on occasions. A further request was made for all buses to be able to do same. Cllr Eyre reiterated her previous comment that it was a safety issue but would look at it again
  • Orchard Row – a complaint was made regarding the parking of vehicles at Orchard Row passing-by making it extremely difficult and dangerous for residents to get out of their drives. The clerk would take this up with Citizen Housing in the first instance
