Minutes from a meeting of Cropthorne Parish Council held on Monday June 3rd 2019 in the Village Hall at 7pm

- DECLARATIONS OF INTEREST – Cllr J King – Village Hall matters
- APPROVAL OF MINUTES – Minutes from previous meeting were approved and signed – proposed Cllr Segar, seconded Cllr King – all in favour
- PARISHIONERS QUESTION TIME:
- Bollards, Lower Croft – still not done as promised by Rooftop Housing – the clerk to chase
- Untaxed vehicles, Lower Croft – the clerk to chase Rooftop Housing
- Brook Lane, Speeding – one parishioner in attendance voiced his frustration regarding the ongoing issues with speeding in Brook Lane. The clerk suggested that CIL monies held by the parish council could be used for speed roundels on the road, if possible and would take advice from WDC. Another suggestion put forward was for a Community Speed Watch scheme. The clerk would take advice from Fladbury Parish Council who have recently set up the scheme
- PLANNING:
- 1900247 – Greenacres, Brook Lane – Retrospective extension and refurbishment – approved
- 19/00032 -The Pound, Main Street – Restoration, overhaul and repairs to windows – approved
- 19/00875 – Meadow View, Smokey Lane – change of use of land to residential garden and stationing of log cabin as annex accommodation – following discussion, it as agreed that the parish council would ‘make an observation’ that this could be looked upon as development on agricultural land and would set a precedent
- 19/00839 – Lanesfield, Smokey Lane – 2 x timber stables, muck store, tack room and adjacent barn – there were no objections to this application
- Merrybrook, Field Barn Lane – with enforcements
- VILLAGE HALL – Cllr King reported that:
- Lawn Mower – this is still being trialled with an initial concern that it was using too much fuel
- AGM – 2on 20th May reported that there were only 5 committee members and there was currently no secretary
- HIGHWAY MATTERS :
- Water leak Field Barn Lane – this seemed to have been resolved
- Footway rear of Sheppey Corner – this has been reported to WCC with regard the overgrowth and lack of way markers – the clerk would investigate as to progress.
- Entrance to Sheppey Corner – This was reported as being unkept, an eyesore and a dumping ground for garden debris. The clerk would investigate
- Reflectors – Brook Lane / Field Barn Lane junctions – awaiting decision by WCC
2019/13
- A map had been marked up and sent to Cllr Eyre with proposals for part footway in Field Barn Lane – awaiting feedback from Cllr Eyre and CC
- COUNTY COUNCILLORS REPORT – This has been circulated to Cllrs and copy attached.
- Bus Stop B4084 – following a request from the parish council for a ‘hard standing’ on the B4084 this has been ruled out, as it is classed at this location as a ‘hail and ride’ and at the drivers discretion if he felt it safe to stop. It was argued that it was equally ‘unsafe’ for bus users to have to stand on the main B4084 to wait for the bus but there was nothing that could be done, as any form of hardstanding / bus stop would be formalising the bus stop and in the event of any accident the CC would be liable
- Lay-By B4084 – a request had been received by Cllr Eyre (from a resident in Fladbury) to have the double yellow lines removed from the lay-by to enable longer stay parking to use the bus – this was deemed to be unlikely as the layby is there for the use of lorry drivers
- Cllr Eyre asked to be sent details of speeding/traffic calming suggestions made by a resident from Brook Lane
- DISTRICT COUNCILLOR – Nothing to report
- MATTERS ARISING:
- Lengthsman – The LM was asked to attend to overgrowth in Brook Lane and on the B4084 and in Brook Lane
- New Home Bonus/s106 – awaiting outcome of meeting at Wychavon District Council on 18th June
- Community Infrastructure Levy Fund – Investigating to see if possible, to use for traffic calming in Brook Lane
- Bus Service – Traffic Review Consultation to start on 6th June
- Speeding – Already covered
- Bollards Lower Croft – The clerk would investigate
- War Memorial – Nothing further to report
- FINANCE
- Payments made since the last meeting/for authorisation

were no issues reported on the internal audit. Exemption Certificate was approved and signed
