Minutes for Cropthorne Parish Council annual meeting held on 12th January 2026

  1. APOLOGIES and DECLARATIONS OF INTEREST

Apols: CC E Kearsey.  Dec of interests: Cllr Smythe on W/25/01768/OUT  where he left the room during discussions.  No further declarations.

  1. APPROVAL OF MINUTES from meeting1st December 2025 

Proposed Cllr Styan, Seconded Cllr Clive.  APPROVED

The meeting closed for 10 minutes to allow parishioners to address councillors.

  1. COUNTY COUNCILLOR / DISTRICT COUNCILLOR REPORTS
  2. Cllr Kearsey submitted a report on the proposal of a 10% increase in County Council Tax and on the good performance of the On Demand Bus Service.
  3. Cllr Crump raised matters of local government reorganisation,  the South Worcestershire Development Plan (SWDP) where Throckmorton has been removed from development plans.  Cllr Crump also raised concerns that the number of PCSO posts is being reduced locally.

The meeting closed for 10 minutes to allow parishioners to address councillors.

4.        PLANNING:  

a) W/25/02517/LB   Oakleigh, Blacksmiths Lane, Cropthorne, Pershore, WR10 3LX.

Description of Proposal: Replacement of all windows with heat efficient windows.

The PC resolved to support the application.

b) W/25/01768/OUT  Amendments to Outline planning application for up to 9 no. dwellings and associated works including the provision of footpaths (all matters reserved except for access to the highway) Location: Land At (Os 0016 4458), Field Barn Lane, Cropthorne.

The PC resolved to say. “The parish council acknowledges the addition of footways to the plans which will improve safety for the road in the immediate vicinity of the development, however our main concern of additional traffic to the lower portion of field barn lane still stands. This remains a serious highways safety issue as addressed in our original comments.” 

  1. The PC were concerned that developments at Severn Acres are continuing and Planning Enforcement have not replied to earlier notifications of problems at the site.  Further contact will be made. 

5.       HIGHWAY AND ENVIRONMENTAL MATTERS

a) The PC noted that Field Barn Lane was very congested again when flooding in the village occurred last week.

b) Cllr Styan reported about her voluntary work monitoring local water quality in local water courses.  Cllr Styan pointed out that the quality of water from the Cropthorne treatment works has not shown the improvement it needs to and this will be the subject of focussed work in the following months.  The PC thanks Cllr Styan for her continuing efforts.

6. PROGRESS REPORTS / UPDATES

Clerk’s report : Correspondence about the new litterbin at the New Inn.  Further correspondence was received about using Section 106 monies in the village around Lower Croft.  The PC notes the comments and will ask Rooftop Housing for their attention.

b) The 2026/27 budget for £10332 was approved.           APPROVED

c) The PC resolved to request the same precept as last year.  A 0% rise.           APPROVED

d) Back pay of national pay rise for Clerk @ £115.92 total since April 2025           APPROVED

8.  VILLAGE HALL The village hall has had a good period of events.  A quiz, and a  Christmas Carol event.  The village hall is also looking to refurbish the tree house on the Sheppy.

Sec 106 funding for play equipment at the village hall.
