Minutes for Cropthorne Parish Council meeting held on Monday 2 Sept June 2024

DECLARATIONS OF INTEREST:  Cllr Smythe declared an interest on Item 5 which is a discussion matter only.  Cllr Hall on Village Hall.

  • PLANNING
  1. Field Barn Lane / Middle Lane discussion about mitigation measures for developments in the area.

Three developers were represented at the meeting. 

The Chairman set out the difficulties that further developments in ML and FBL present for traffic and pedestrians along FBL and through the village. 

Parish Cllrs made it clear that improved passing places along FBL and a mini rounderbout at the junction of FBL/ML and better footpaths through the village as very important mitigation measures that developers should consider.

Developers committed to investigating and presenting new proposals for mitigation measures in due course.

  • National Planning Policy changes.  Wychavon briefing.  Cllrs considered an early report of emerging national planning guidance.  They await further clarity on the matter being issued.
  • W/24/01392/HP   Drumearn, Blacksmiths Lane, Cropthorne, Pershore, WR10 3LX.  Two storey rear extension, and detached garage with first floor room.                                    No Objection

  • Community Infrastructure Levy spending (CIL) – £6546 April 2020 and £1677.60 Sept 2018.  Funds have been spent on VAS units in the village.  Cllrs requested that solar units be investigated for two of the new sites to support better battery charging.

6.   HIGHWAY MATTERS (TO INCLUDE FLOODING)

Cllr Styan reported on a pollution issue in Basil Brook at the end of August.  Caused by maintenance issues with Severn Trent sewage pipes.  ST have repaired the pipes but the pollution is to be left to wash away in rainfall. 

7.    CLERK’S PROGRESS REPORTS / UPDATES

a) Section 106 funds for Open Spaces … unallocated amount is £7945.27 to be spent on

public open spaces.  Cllrs will look into purchasing new benches and more works on Baldwins Bank.

b) Pavement Licensing Consultation – based on town areas.                                          No Comment

c) Training for cllrs and Clerk – 1) Basic Charity Law,  2) Managing tricky PC moments.  Noted

d) Local Cycling Walking Infrastructure Plans (LCWIPs)                                                 No Comment

  • Cllrs considered a request to reduce the height of some trees on Baldwins Bank.    Declined

8.    VILLAGE HALL –  Report from Cllr Hall on potential plans for a small extension to the hall.
